前回のブログでは、既得権について、高位な切符、地位身分、土地、大学への入学、国家的政策、、、は、自分一人のみならず他の多くの人々も渇望するものなので、秩序よく整然とキチンと列をなして我が順番が来るのを待つべき事、割り込みは如何なる理由があろうとも許されるべきでない事、を記述したはずである。
中日球場の切符売り場では、時として長蛇の列が出来る状況下でも、「ダフ屋」のアンちゃんの誘いに乗る者は極く極く少人数に過ぎない事、邦人の遵法精神はすばらしい事、も列記した筈である。
この場合に於いて、「ダフ屋」のアンちゃんから切符を買って、列を崩して入場する場合に見受けられる様な少人数ならば、我慢出来ない事はないが、大人数に上ったら、列をなす人々は堪ったものではない。詰り、こんな「不正、割り込み裏入場者」が大人数に上がり、「不正、割り込み、裏が表に逆転化して、赤信号皆で渡れば怖くない」風潮が蔓延したならば、「既得権：列をなして待つ事」自体の存在価値が当然薄れるという憂慮する一大社会現象が惹起される。そこには、正に民主主義の天敵が醸し出される。
２１世紀の現代社会に於いて、このゆゆしき事態が表と逆転化してまかり通る国が、事実ユーラシア大陸の極東にあるのだから、ただただ世界は動転せざるを得ない。ここに、具体例を挙る。東京に本部をおく私大に早大と言う大学がある。学生総数６万５千人に及ぶ、日本一のマンモス学生数である。大学入学には、極く一部だが、公募で臨みこの入学試験を突破、合格、入学する者達の学力は、正に「狭き門」故に、名大生クラスの博学であるが、大部分は付属の中、高学校からのエレべーター式無試験入学者なので、呆れる。こそこそとした割り込み現象ではなくて、恥を恥と自覚しない、大掛かりな、割り込みが白昼公然と行われる。それが名門大学でまかり通っているから、問題視される。
有名私大になる程、入試の際の受験者は、国公立大学と掛け持ち、乃至滑り留で受験する人数が多くなる傾向にある。従って、学校当局は、当大学と国公立大学との両方に受験者が合格した場合には、後者を選び、流れるので、此を見越して合格数を公募数よりも、あらかじめ多めにとるが、それでも尚且つ欠員が生じる結果を必ず招く。こんな場合は、当局は私大といえども、先の入学試験で獲得総合点の高順位な者から、「既得権益」のルールに従って、逐次順番に長蛇の列をなす者へ補欠入学許可通知書を発送する。ここには、脈々と民主主義が息づいている。
尚、運営管理者が、民間の私人なので、自ずから公明正大性、公平性が薄れる。例えば、高校時代にスポーツ、芸能界、芸術等分野で、一芸に秀でて、国内屈指の卓越した成績を残した受験生、政財界の名士乃至知人の子息、当校教職員の子女等などは、これに当たる。
勿論ほめられたあるべき選考姿勢とは、到底言い難いが、該当数は、大した数には上らない。この数には比べると、エレベータ式に無試験、無条件に私学学校法人経営下にある付属の小中高からの入学者数は、分かりやすくおおげさに表現すれば、比肩の範疇外の「天文学的数字」に及ぶから、放置出来ない一大社会問題となる。
何故ならば、如何に私学とは言えども、「国税から毎年定期的に私学助成金」の援助を蒙っているからである。それに、設置所属場所は、当然日本の国土領土内に建造されている。因って、国は、私学に対して全の担保を放棄していない訳だ。
お隣の韓国では、高校が私学であっても、そこへ入学を志す生徒達には、公正中立な第三者機関が立ち会い、介入して、「本当にこの生徒が高校へ進学するに値する学力、素養、人間性を備えているのか、どうか」を審査、検討に参加している。大いに、参考して導入を視野にいれてもよいのではないのか？
所で、名門私大の付属小中高への入学試験は、難関であると聞く。だが募集人員が少ない公募による大学入試ほどの難関では断じてなかろう。ここで、百歩、千歩譲って、両者の難関度が同程度だと仮定しても、目的の進学対象機関は飽くまでも、「各々の大学」なのである。此が第一の最優先すべき前提条件になってくる。従って、

既得権とは整然と順番待ちする列の如し

秩序正しい待ち列への割り込みは、紛争の種であり、民主主義国家の天敵である

私がインターネットのツイッターに於いて、再三再四繰り返して力説してきた、「既得権」なる用語について、言及したい。
何も厳しい法律用語ではない。詰るところ、「列を成す順番待ち」の事だ。
もっと分かりやす言えば、不測の死亡や懲罰的な失職により、とある議員席が空白になる事態が勃発したとする。この際には、前回選挙で落選はしたものの次点であった者が、繰り上げ当選者と見なされて議員席を得る。
断じて、三番手、四番手であった者は、議員席を得る事は出来ぬ。

他の実例を上げよう。中日球場で好カードがあったとする。試合開始前から、切符売り場には長蛇の列が出来る。こんな時に、「俺は中日球場の大株主だ」とか「有名な政治家だ」等と言って割り込んだり、待たずして売り場の係員が売ったならば、整然と列を成して待つ他の多くの人々は、堪ったものでない。小言が彼方此方で起こる。
正に、罪の無い庶民間の紛争の種となる。
自分達の「既得権益」が犯されたからに他ならない。民主国家の天敵である。

もっと、顕著な例を上げよう。
見張り手、売り付け手の３～４人のグループを成すのを常とする「ダフ屋」がそこには必ずいる。皆さん誰もがご承知の通り、警官やガードマンさんの監視の目を潜って、整然と列を成して長時間自分の順番が来るのを待つ良識ある人々に、あんちゃんが「おおまけの４０００円、、しておきますから買い得ですよ。如何ですか？」等と言って、うるさく怖い程に誘惑して来る。

しかしながら、殆ど誰もがこの誘いに乗らないのは何故であろうか？
私達邦人には、何世代にも亘る教育で、既得権重視の習性が培われている。大いに誇ってよい

正規で２０００円で入場出来る切符が、例え１００００円で待たずして手に入るものならば、誰もが好都合に違いない。なのに、炎天下でも長蛇の列でも、この誘いに乗る者が極わずかである訳は、邦人には順法精神、詰り民主主義の神髄をなす「既得権益」重視の精神が親から子へと何世代にもわたり植え付けられているからに他ならない。

この行儀よく整然と「列を成して順番を待ち続ける」「既得権遵守」のスタンスこそが、大和民族各人間で仲良く協力しあって生存、繁栄しつける最大の原動力、エンジンとなっている。
否、大和民族に限らず、世界の先進諸国でも、又然りで全く同様、且つ共通している。

既得権を蔑ろにする国民、民族は必ず不和、分裂を来たして衰退する

従って、国民が仲良く共存共栄して行くに必須な、絶対条件である「既得権」そのものを蔑ろにすれば、不和、争いの種になるのは当然の事、それに止まらず、この違反、反則者は確実に頓に莫大な富、財産を、我が身だけは手中出来るという、民主国家の天敵であるアンフェアネスを惹起する。
正に国民仲間同士間で争いが生じて、国民、民族の分裂、衰退、凋落へ直結する。
非運な共同体へと凋落していく。

　

都問題提起は、正に順番を待つ列への割り込み行為だ。方向性が正しいからと言って、必ずしも政策は肯定されるものではない。国力、国民のキャパシティーを超えた政策は、暴走でしかない

昨今台頭の橋下率いる「大阪維新の会」、これに付和雷同する愛知県知事大村、猪瀬直樹、幹事長石原、東国原の一味だ。
彼等の渡世スタンスは、いずれも共通している。
「列を成して己の順番を待つ事、既得権」を無視乃至知らない。
だからこそ、千人一人否一万人一人の無類のトントン拍子の早くて、長足の出世が出来る所以だ。
処で「家庭内不和の所に、よいお手伝いさんは、来ない」と言う諺がある。先進国から人を迎え入れべき急務にある日本には、これ程為になる明言はない。

一方、彼等の主張する「大阪都構想」「日本一愛知都」は、まんざら方向性は間違っていない。問題は可能性、国の体力、国民のキャパシティーだ。癌は切除するのではなくて、一部分のみを散らかし排泄して、その都度小さくするだけが、外国が処理する最先端の医学療法である。古の人はよく言ったものだ。「世に盗人の種は尽きまじ」。教育改革に際しても、肝に命ずるべき名格言である。

国力を鑑みると、一足飛びに、ギリシャ、アイルランドの如き民主国家には到底なれない。都、遷都問題、皇室制度問題は、国民のキャパシティーを遥かに超越しているが故に、次世代に委ねるべきだ。

「光陰矢の如し」！時間だけは万人の上に共通して過ぎ去る。正に
「時は金なり」の金言が骨身に効く。
過日、私より遥に元気であった、幼馴染からの大の仲良しであった
堀場君が逝去されて、シヨックで打ちひしがれている。
宮田小、中学校時代の同級生で、個人的にお互いに家や校外でも
親交を深め合った仲であった。高校、大学は違う道へ進んだが、
同級生一同中、一番最高の秀才、最優秀な素質の持ち主であった
と私は看ている。校外で勉強などする必要はなかつた。
お父さんは、六中(現一宮高)、ハ高(現名大)を経て名古屋帝国大
(現名大)の医学部卒の医者であった。一方、お母さんは、生粋の
名古屋ッ子で、当時県下から才女が介した県立第一高女(現明和高校)
をご卒業された此方も優秀素材であった。
所謂、サラブレッドそのものの血筋だ。
経済的財産的にも、あの地域、部落で何百年も続いている堀場
一族一門故に、広大な田畑を所有して豊かであった。
栄華を極めた往年の宮田村には他所から流入した一族分派もあったが、
堀場一族がこの村の生え抜き、土着民であったのは、市内、隣接
市町村を観覧、閲覧しても、堀場たる苗字があの地に限定されてい
る事から明らかだ。断じで、滝一族一門と同一視してはならない。

人はよく、「日の当る輝く栄光には必ず血の出る様な努力、艱難辛苦
、犠牲と云う影を伴う」と言う。確かに、一面真理をついている。
だが、彼の人生を回想すると、あまりにも過酷であった。取り巻く
近隣者の我々全ては、慙愧の念に耐えない。
詳説すると、お父さんは何時の世も世間にごまんといた乃至いる医者の中では突出していた存在であったが故に「赤紙一枚」で命只で軍隊へ召集されて外地派遣となった。特に外地の戦軍では海軍兵学校入校条件と同じく最強靭な体力、知力が求められて、加えて目も歯も丈夫、完璧な好漢であらねばならぬ。学歴でも慶大とか日本医科大とか弘前医大出の医者は戦地へ行きたくとも連れて行ってくれなかった。紀州犬や甲斐犬が軍用犬として採用された例がないのと同関係だ。
彼、堀場君のお父さんは、尚且つ不運にも外地戦場にて帰らぬ人となられた。言うに及ばず訃報を知った直近家族、地域住民からしてみれば、この上ない打撃で堪ったものではなかったであろう。
一方、愛知県下のみならず近隣県からも戦前の長年に亘り、才媛が集った周知の名門女学校卒のお母さんもこの地へ嫁いで伴侶の他界以後は、完全に奈落の底に陥れられて、まるで「苦労をする為にこの世に産まれられた様な我が身の実感」を日々深められていったに違いない。
ある日に、赤ちゃんであった彼の弟さんを背に負ぶって、東海道本線の木曽川鉄橋に赴かれて、赤ちゃんだけを穏やかに土手の草むらへ放置して、迫り来る汽車の前に自らの命を絶たれた。

勿論直近家族にあった堀場君も、桁違いの知力と体力をご両親から授かった幸運に祝福された身上とは言えども、私が客観的に見れば、ご両親に準ずる「この世に苦労をする為に生まれてきた」存在であった。
今此処で我が記述は、佳境に入る。心されたい。
何故ならば、能ある者、真摯な努力を怠ら無い者が、いかなる社会
にあっても優位を占め優遇され勝者となるべくは、不変の原則で
あるのに拘らず、彼が至福感を体験した期間が極めて短期間で
あった点である。並はずれた知的体力的素材に祝福され品行方正
であった彼が、優位的立場の至福に預かったのは、お父さんとは
全く異なり、全小学校時代と精々中学校卒業時までの短期間で
あったと云う不公平、不運、悲劇に戦後の邦人は、着目せねば
ならない。
処で、彼が進んだ昭和３０年頃の某私立高は、５～１０年間と云う
永いスパンで統計すると、着実に進学率を伸長させていた最中に
ある黎明期にあった関係上、学校当局は之に拘泥して、学力優秀な生徒を校外へ
逃がさない様に、はた又少しでも多く入学させる様に、「特待生制度」
を敷いていた。之は、当高校への入試とは別枠に、授業料を免除
する、(特待生選考試験)なるものがあった。宮田中学校が輩出
した巨星、神童の堀場君や優等生の森君が、同中学校卒業生等
打ちのめして、勿論この選考試験に合格して、授業料免除と
なられたのは、言うまでもない。
特記して置くが、今も我が主張の佳境は、続行中だ。この学力は、
飽くまで中学校卒業時乃至直後の短期に限定されるものだ。
従って、我が真の友人の二人も又大例に漏れず、精々一年そこ
そこを以って、当高校の附属中学校から無試験で入学、進学して
来た、内に実存する遺伝子に於いて、両君に遥に劣る生徒達に、
追い付かれ、追い抜かれる羽目、憂き目に陥り、よって「特待生枠」
から外されに至った事態は、想像に固い。高校時代の三年間を
当時あったこの「特待生制度」の授業料免除と云う恩恵に預かり
続け通した生徒数の割合は、少数派にあった同高校の附属中学校
からの進学者が、９５％以上を占めたそうだ。
戦後の教育制度の欠陥を暴露、実証して余りある。
第二次世界大戦の敗北で、永久に拭い消せない四つを日本は、失った。
一に人命と動物命、二に物損、三に領土、四に教育制度。
一から三は、消え失せたもの故に、回収は不可能だが、四だけは、
「主権は、国民に在る」故に、戦前以上の有益、優秀なるもの
を、国民の総意で１００％構築出来る。此処にて、我が主張の
佳境は、終わる。
蛇足ながら、附記すれば、我が最良の友、常日頃身体が不自由にな
った私を護衛しドライブで各地へ連れて頂いている高校迄の
同級生である、尾関さんのお宅付近で現在はお住まいの栗本
君も、物凄い大秀才で、彼と同様に戦前の如きの永い中等
教育機関「一部の私学に見受けられる」で就学されていたならば、
間違いなく東工大、東大に、運悪くとも京大工に合格突発
を果たされていたと私は看ている。栗本君が養育期を過された
住処は、二重堤防を越えた尚木曾川沿いにあった。現在の
「蘇南公園」内部になっている。大昔より宮田村中、きっての由緒ある
家系で、多くの傑出した方々を輩出しており、その様は昨今羽振りの
よい町医者、藪医者の子孫と比較する者の方がおかしい！
論外だ！

さて、今回ブログは堀場君が主人公で、彼に捧げたい。小中学校
時代から、お宅へ遊びに行くと、玄関傍に鍬、マンノ等農機具
が放置されていた。広い屋敷、家で中へ上がらせて戴くと、
日本式座り用の飯台があり、鍋や杓文字や食べかけのご飯
があり、又彼の学用品も置かれていた。尚、私達の時代に於いて勉強机
なるものは、飯台と兼用されていて、椅子はなかったのが
大半であった。おばあさん「彼の祖母」との二人きりが、
大きな家、屋敷に住まわれていた訳だ。かかる簡素な家庭
環境下にありながら、学業成績は常に毎年トップで、よって親分肌
で子分として従う友達数は多かった。正に、卓越した遺伝子が
なせる業であったと断言してよい。従って、特に小学校時代に於いて
盛んに催されていた、「婦兄会」は、彼及び彼の家族にとっては
無縁なもの、出席率は、ゼロに近かった。だが
単に、勉強のみならず、
スポーツの方も突出した万能さであった。

大学卒業後は、地元名古屋から発生した、愛知県
第一位、日本中でも五位に入る老舗中の老舗なる大会社に就職されて、
この会社一筋で退役された。社歴に於いて、「愛知県第一位」と
云う意味は、松坂屋、日本陶器よりも遥に古い事を意味する。
言わんや、トヨタ系列会社は、新興会社故、目で無い。
東南アジアの支店に長らく出向派遣されておられたが、大半は、
大阪支店に奉職されていた。故に、大阪の地図知識の詳細は
私に次いで熟知されていた。但し、大会社の幹部職にあった
彼と一介のクレーンオペに過ぎなかった私との乖離は、社会的
地位に於いて、比肩の範疇にない。
大学卒業時の就職会社の選択姿勢に於いても、尾張名古屋を
こよなく愛した真正なる良識と考え抜かれた俊敏な知能の非凡さ
を、明らかに読み取る事が出来る。流石に、常時宮田小学校、
中学校の屋台骨を背負い続けた男に相応しい。布袋とか古知野
とかのそれ等優等生に、勝るとも劣らない卓越した好判断
と看てよい。
所詮我が国の学校教育は、先人が残した功績を如何に多く吸収するかの
競争を、「大工さんのカンナ削りでの匠の技」に見るが如きに、
反復練習によつて誤りを少なくする事への志向に凝縮、帰結される。
もし、彼堀場君が、生活の拠点を名古屋等の都市部に置かれていた
ならば、如何に両親がいない環境下にあろうが、中部地方の有名
国立大学への入学を果たされていたであろう。しかしながら、彼が
就職企業選択に見せた非凡さ、快挙は、見られなかったであろう。
駿馬、名犬、サラブレッドは、何処にいても、真価は発揮される
ものだ。堀場君が、明白に証明してみせた。

つい最近の４～５年前、時は猛暑の盛夏に、私達は宮田小、中学校の同窓会を市内の
料理店で行い、場所を移して、近くの喫茶店で二次会をした。脚を
悪くしたのは、堀場君と私の二人きりだが、私は辛うじて付き添いの尾関さんの助けを
借りて階段を上がり、対面に同窓会が座るテーブルに座ったが、
彼は対面の向こう側テーブルに座ったが、誰もいなかったので、
こちらに背面から振り返ってお話しを交わしあった。
先ず、オーダーに際して、私は、アイスコーヒーを恒例、大勢に
従って頼んだ。彼がホットコーヒーを頼んだので、「こんなに暑い
のに、おみゃあようあつぃコーヒーをのむなあ」と言ってやった。
すると、間髪を入れずに、全く大阪弁に馴染んでいない彼は、
「なにいっとるセイさ、暑つてもエネルギーあるあつぃコーヒー
の方が体にいいんだぞ。よう冷や麺ばか食べとる人がいるが、
あかんぞよ」と言い返して来た。此処に、彼の偉大さ、不屈の負けじ
魂、苦痛を苦痛と受け取らない遺伝子から来る非凡さが、凝縮
されていた。
うわさに聞くと、彼は、こよなく常日頃の日常生活に於いて
アルコールを好んだそうだ。夏はビール、冬は酒である。共に
エネルギー源として十分な役割りを果す。大企業で喰い通すの
に一番厄介、厳しいのは、「社内における人間関係」だけだ。
必ず何処の職場でも、ボスになろうとして、道理に合わぬのを
百も承知で「ああでも無い、こうでも無い」と難癖を付ける奴が
いる。彼等と言えども、社員仲間に違い無いので、ある程度の
説明、次元の低い説得をせねばならぬ。当事者にとっては、之に
費やすエネルギーは、並大抵のものでない。堀場君の職場でも然り
であった事は、想像に固い。彼がかかる説明、説得に計り知れない
エネルギーを費やされた事は、想像に固い。何十年ぶりにお会いした
時、目にしたのは、私と同じの変わり果てた姿、ビッコをひいて
歩く姿であった。目頭が熱くなった。
数学教師であった父はよく私に言い続けた。「真っ直ぐな大きな
道を歩め！英語を勉強せよ！」と。
私は「ああでも無い、こうでも無いと言い続ける奴等に根負けして」
真っ直ぐな道を歩み続ける事は出来なかった。しかし、彼は見事に
やってのけた。賞賛し過ぎる事は絶対に無い。この大計を実現
ならしめたものは、一に遺伝子の卓越性、二に来るものは飲食に
基ずくエネルギーの体内摂取だ。車は油を喰わねば動かない。ロシア人
はウオッカ、肉を、ヨーロッパ系白人はウィスキー、肉と言う
高度エネルギー源を取らねば、渡世出来ぬ。否、生きとし生ける
全ての生き物は、必ずエネルギー源としての飲食の摂取が不可欠だ。
彼堀場君は渡世過程で終始一貫、息を引き取る迄、豊なエネルギー
、ビールや酒に徹した人物であった。歩める所迄、実に遠く
迄辿り着いた無類の好漢であった。それに偉大なる生きた教訓を残して
下さった。我が父が永く説教し続けた「真っ直ぐな大きな道を
終生歩め」なる教訓は、言うは易し行い難しで、並の覚悟で実行
出来るものでは無い。堀場君に会えなくなって、日を増す毎に、
益々彼の気高い真価を骨身に深く覚えざるを得ない。

我がこのネット手記には、一片の飾り、誇張は存し無い。
必ず読者からは、尾張名古屋弁で「そんないい人をどうして皆んな知らんのだ？」
標準語で「そんなに知徳に渡り完璧、高潔な人材が何故世間で
市内に於いてすら有名で無いないのでしょうか？」が発っせられる
に違い無い。
何故ならば、当然な事だが、時が経ち、世代が変われば、同じ家、
町たりとも、其処に住む人その物が違って来る。事実、彼堀場君
にしても、彼と一緒に「特待生」で某私立高校へ進学した森君、
宮田村きっての由緒ある家系の末裔である、堀場君と甲乙付け難い
英才である栗本君、お父さんが他界されよって高校進学をされ
なかったものの抜群の頭脳優秀を発揮された伊藤君等に於いても、
私が家で彼等を話題にすると、その度に、祖母は、「、、さの子」と
言っていた。祖母が言う「、、さ」とは、彼等からしてみれば、
祖父乃至曾祖父又は尚先代に生きた大先祖に当たる人物である。
母までもが、我が友達を時々そう呼称する。勿論彼等のお父さん達は、
社会的にご立派にご活躍中にあるに拘わらずでもだ。
我が祖母が、嫁いで来た小澤家は、本家の大家族であった。お客
の出入りも頻繁且多人数に及んでいた。何よりも、考慮すべきは、
当時の女性達の婚礼期は、１５～１８才なる若さであった事だ。
きっと、かかる若輩者の小娘を受け入れた、各家庭では、村の
歴史、人脈、地理、慣習、頻繁に出入りする人名等を伝授する
「教育担当者」なる方が居たに違いない。所謂、これが「口承文化」だ。
勿論、私は、友人達全てを、ご本人の名前乃至略名で呼んだ
ものだ。彼等のご先祖様の名で呼んだ事は一度
もなかった。

もう一つの理由は、此れが主要を占めるが、

奥村悠二的議員に求める回答は、「直に止めるのか？」の問いに対してイエスかノーだけだ

ネット文化文明化は、世界を狭くし良識ある世界市民間で苦楽を共有出来る時代へ突入した。
エジプトに端を発した民主化運動がそれだ。
昨日当市江南市議会議員の当選者も確定した様で之を以って、名古屋市長選、愛知県知事選、名古屋市議選、問題の愛知県議選、各市長選それに各市議選を最後に、私達愛知の地元地方選挙は総てを終えた次第だ。

「改革無くして進歩無し」の端的な名句は、凡ゆる広範囲な分野に適応、適用される効能性を持つ。
経験、実績、伝統といった美辞麗句の羅列、選挙運動中の連呼等は、近代的、今日的な社会で
は、ネット文化文明と云う空気の高度活用化の下で、国際社会ばかりだけで無く、最早日本社会に於いても、全く通用しなくなった。世界の人々が何処に住んでいようが、それは余り関係の無い事案となり、お互いに苦楽と価値観を共有するに易い時代へと推移した訳だ。

この国の既得権と言う温床に長居している税金ドロボウである、「奥村悠二」的議員に聞きたいのは、「直に止めるのか？」の問いに対して、イエスかノーかだけだ。
この最たる例が、エジプトに端を発した民主化を促進しようとする市民乃至一般国民の運動だ。
この民主化運動は、相乗波及効果が働きシリア、リビアにも拡大し、世界最強の軍事力を兼備する
欧米の列強諸国の加担、援軍も手伝って、しかも着実な成果を遂げつつある。
遠く離れたユーラシア大陸の東端で小さな島として浮かぶ国、日本に於いても、長い間既得権益と云う温床に浸り、暖衣飽食を享受している大方の為政者には、どうでも良い無関心事であり、否むしろはた迷惑な話だが、より公正な人間関係を希求する、民主化促進同盟に組みする邦人にとっては、入国ビザをとって飛行し参戦したい気持ち、同時に我が邦の紋切型為政者を与野党を問わずに、国民の手による法廷の裁きにかけたい気持ち、に駆られる。この国の為政者の言い訳、釈明、政策等を聞くのは、もう「ウンザリだ」だからだ。聞きたい返事は、辞めるのか否かの問いに対して、イエスかノーかだけだ。

河村、大村両氏の大勝は、松原、神田行政にウンザリした県民の総意だけだ
さて、此処で本題に入る。
過日２月６日愛知県知事及び名古屋市長に係わる選挙結果で、河村、大村両氏が大勝したのは、大義名分とする政策が、市民県民に支持された訳では決してなくて、１２年間の永きにわたる松原、神田の紋切型人物に飽きれ切った人民の総意に他ならない。
大阪とは全く違うのを河村、大村両氏は肝に銘ずべきだ。此れは、４月１０日施行の「愛知県議選の結果」が証明して余りある。

即ち、
１、改選、告示前
自民５６、民主３５、公明７、減税日本１、欠員５
２、改選後、現勢力数
自民４９、民主２６、公明６、「愛知の会５、減税日本１３、合計１８」、無所属４

換言すれば、定数１０３の議会に於いて、議会運営がたったの５名乃至１８名の同志仲間で、どうして進行可能だろうか？？？疑問符は尽きない。

東京に代わる首都機能をこの地に招来する（中京都構想）に、県民はハッキリとノーの判定を下した。
第一課題は、県民、国民の心を豊かにすべく教育制度改革が、最優先するからだ。
第一、
この県の住民の意思は、河村行政及び大村行政の共通の旗印であった「東京に代わる首都機能をこの地に招来すべくの（中京都構想）」にハッキりとノーの判定を下したのだ。
日本中国等足元にも及ばない心豊かなイスラム圏の一画をなす、中東、アラブのエジプト、シリア、リビアでは、立法、行政という公の仕事を永年にわたり私物化している独裁者の打倒に向けて、一般国民、市民が目下蜂起、反乱、暴動を起こしているのは、詰り民主主義促進に躍起になっているのは周知の通りだ。国際社会の一員を占める国として余りにも責任放棄が甚だしい。

主権ある国民が少しでも、良識、教養を深める事だけが国力を強める。国際社会は、この命題を無視しつづけるこの国に何時までも決して甘くはない！物づくり愛知、日本の神話は確実に崩壊している
第二、
この好ましい社会現象の根幹を成すのは、イスラム教の「コーラン」に基づく、成熟した彼等の心の豊かさ以外の何物でもない。
日本の何十年にも亘る政情の体たらくぶりは、これ等エジプト、シリア、リビアに比肩できない低迷さが延々と続いている。
なのに、口先では「政治不信、世襲制度、金権政治、国民不在政治、官僚行政、しがらみ義理先行の選挙」というフレーズをマスメディアのみならず、巷でも頻繁に耳にするが、誰一人としてこれ等の打破に行動に出える者は現われない。心の貧しい社会環境が許容する之が現状である。東京が負っている首都機能の一部を例え、愛知、大阪へ委譲しても携わる主人公の住民の心の成熟度が変わらなければ、国及び地域住民の生活向上に功を奏する筈が無い。

危険な物、汚い物、劣悪な物こそ一ヶ所に東京に封印すべくは、議論の余地は全く無い。
現在の日本の首都東京に期待をかける国民はほんの一握りに過ぎない。期待を多くかければ賭けるほど裏切られる度合いは増すので、期待をかける方がお頭が左巻きと言わざるを得ない。
よって東京行政が世界、国際社会に及ぼす発言力はゼロに近い。
何時までも国際社会は、日本に甘くない事を心して欲しい極みだ。

やがて両氏は、公立中学、高校経由の後進へバトンタッチされる。在任期間中は、後任者の分まで果たす気概で全力を尽くしてください！断じて、遊説、演説回りだけが任務でなくむしろ皆無でも良い
第三、
目下愛知では、私立の特殊な学校で学歴を着けた神田、松原行政から、バトンタッチされた大村、河村ツィンが他の自治体から大きく水を空けられた分を穴埋め、挽回しようと躍起になっている。
当然な帰結、当然なプロセスだ。前任者の二人が余りにも無能、無気力で税金ドロボウそのものだったからだ。須く、個人でも家系でも自治体でも国家でも同じで、人間の寿命には限りがありその内で活躍可能な時期期間は尚更狭められる。４人走者から形成されるチーム間の陸上リレー競技と全く同じだ。少しでも優位な有利な位置で、次走者へバトンを渡すべく、自分に与えられた競走に全力を傾注すべくは、全出場選手の至上命令、最優先任務である。如何なる最強走者たりとも無限な決定的勝利をティームにもたらすことが出来ないからだ。
いずれ早晩このお二方も公立高校経由のマトモな後進為政者へバトンタッチされるであろう。後任者へ少しでも有利、優位な位置で禅譲すべく就任期間中は県民の声を聞き全力を傾注してくださる様に祈願して止まない。何処にもいる様な前任者二人は指導者、為政者に不適者の最たる凡才、駄馬故に、比較対象の眼中に置かないで下さい。
河村のとっちゃんに於いては、「東京圏では権力で税金を全国からかき集めて、そこの住民達は楽をしてどえらあ儲けとる。おうらあもやらな損だ。」といった単純にして不条理な発想に、猛省無しに旗印を変えずに、何時までも便々と拘泥するならば、一日も早く二人揃って明日にでも辞任して欲しい極みだ。後任者の選定に県民は困るどころか、貴方達二人級の、否もっと優秀な適任人者は、この愛知県内には、ゴミで捨てる程に多く住んでいる。困る所か直ぐに後任者は決まる訳だ。「時は金なり」そのものだ。

話を戻すが、人間の知識、思考力の吸収力は初等中等教育期が一番であり、よってこの期の教育行政は、税金に基ずく公教育によってなされるべきは、議論の余地が無い。先進諸国の全部、戦前の日本がそうであったのは、科学に基ずく合理性に立脚している。
心の豊かな青少年は、やがて直ぐに大人成人になる。明日の国家をしえる主人公へなる。国際社会でも、際立って見劣りしない国へと導いてくれる。
国政の力点は、何にもまして最優先事項としてなすべきは、首都機能の移転ではなくて、初等中等教育期にある青少年子女の教育に置くべきで、府営住宅で甘い経済的恩恵を享受した、大阪府知事の発想、これに同調した河村、大村両氏の旗印は、方向性を間違えている。秩序ある社会発展に熟慮、配慮が甚だしく欠けている。地元愛知の両指導者には、旧来の旗印を変えるのか否なのか、イエスかノーかの早急なるご回答をここに求める次第だ。

日本の教育行政の急務の一つは、３－４つの国立大学の入試選考方法を同一にして、合格者に選択の自由を与えることに存する
第四、
私が出た中学は新制中学で、１９５０年代に卒業した。確か高校へ進学する者の比率は、３割程度であった。内訳は、地元の県立高校普通科へ進学する者は極めて学力優秀な者に限られて５％程で、之に準ずる様な方々でさえ、地元の県立商業高校へ進学されていた年代であった。勿論大学進学に備えるには、普通高校へ先ず進学せねばならない。しかし、名古屋にある私立の普通高校への進学、通学には如何しても電車通学となる。１５歳前後の少年が電車通学で名古屋へ行けば、遊び、銭使い、誘惑に晒されて、生意気になるので之を懸念して、本人や家族は、何しろ地元の自転車通学範囲圏の県立高校への合格を目指して、本人家族一体となって、猛勉強に精励したものであった。凄く勉学が優秀な者でも地元の県立工業高校へ進学されたのも決して稀でなかった。

一、
この根底にあるのは、大学進学選択に際して、「東京遊学」への人格形成期に於いての正当性、妥当性と全くオーバーラップする。
とやかく言われるが、日本社会は、１５０年前に薩長土佐連合によって道付けられた不合理性、しがらみが未だに息づいている。残念な事だが之も一気には改善されない。「秩序ある進歩、即ち漸進主義」が現実化を帯びる。
二、
他人への思いやりに欠ける人材、社会は、民主主義の敵であり利己主義的風潮を賛美する独裁体制の温床へと直結する。長引く日本社会、中東やアラブの社会が好例だ。
確かに少しでも高い学歴の手中は、万人のゴールであり之に越した事は無い。だが、このゴールへの過程プロセス、手法が運命共同体内ではそれにも増して最重要視される。
三、
若い時の無理がたたり、体が不自由となり社会福祉、医療福祉にお世話にならざるを得なくなった私は何時も痛感する。世間にまれな中高一貫校経由で例え高学歴を身に付けても、こんな一群の輩は、滅多に福祉関係の職に就かない。こんな輩を如何に多く量産しても国家社会、国際社会には無益だ。時として藪医者を生むに過ぎない。
私自身毎週２回デイケア施設へ通い筋力アップとプロが作った最高に美味しいランチを食べる恩恵に浴する。そこで何時も感謝の念に強く駆られるのは、この地域の奥さん達が只同然の収入で私達不幸、不運な老人や障害者を世話して下さっている現実だ。「捨てたものでない」と強烈に痛感し、同時に「俺がいつか数倍の恩返しをしてやるぞ」とファイトが常に沸く。
今我主張は佳境に入っている！何度もいうが、これら奥さん達は、地元の中高一貫の私立学校とは縁もゆかりもない方々ばかりだ。
要するに、自分だけの立身出世、優位を追及する、私立学校出身者を如何に多く、この国の行政が作ってもこの国は良くならない！国力は付かない！国民の質は向上しない！
四、
之に似たりよったりの悪循環は、青年時期での「東京遊学体験者」にも明らかに適応される。概して、小利口で子供らしさ青年らしさがなく素朴純真さがない。きつい汚い危険な仕事、ボランティア任務を明らかに避ける傾向がある。私もこの体験者群の一人だが、逐次徐々に社会の指導者層から身を引く立場にある。特に地方と言えども、愛知、大阪には東京のそれに全く遜色のない大学が厳存する。こんな大学の卒業者が、地域を牽引すべくは議論の余地がない。
よって、少なくとも３－４大学の入試テスト、選考基準は将来的に共通にすべきと言う結論に達する。

「名誉、地位、保身（長期安定高収入）」と言う長期保身の陰で政策なしの当市が推す奥村悠二は、中東アラブで発生し成功を遂げている、イスラムの正義と援軍する欧米の価値観と大きく離反して、世界の潮流に抗する！即刻身を引け！

世界の潮流に逆行すれば、いずれ自業自得で必ず己が報復に蒙る羽目となる　　　　　　　　　　　　　　　　我が故郷、江南市からは、長き市会議員に加えて県議３期１２年を経過後も、あつかましく県議戦に立候補している男がいる。私立の中高一貫経由者である。それにまつわる問題の投票日は４月１０日である。保身にしがみ付く典型的な悪しきエセ為政者である。之を野放し黙認している邦人の正義の欠如に心底失望落胆と激しい怒り覚えて併せて未来への解決策、方向性について言及したい。

保身為政者に聞く！日本の東北災害、特に福島原発事故に、何故先進諸国は冷淡なのだろうか？何故世界市場は、安定しているのか？　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　ギリシャ、アイルランドの経済危機に際しては、世界市場はパニック状態に陥り大暴落を惹起し投資家に空前にして莫大な損害を加害した。之に反して、今時の東北、関東の一部を襲撃した、地震と津波が加害した大惨事に於いては、世界市場は安定、回復基調にある。いや、むしろ回復上昇し歓迎ムードにあるとさえとらえられる。

何故であろう？ステレオタイプの惰性、怠惰な議員生活を便便と長年と続け「保身」に固執している多くのこの国のエセ為政者に此処で私は問いたい。何故であろうか？

「名誉、地位、保身(豊な安定収入)」は、日本国民の誰もが求める最たる対象物に異論はない。永年に亘る既得権者だけのものであっては、断じてならない。それは「人民の人民による人民の為の政治」に要約される、民主主義が意図するものでない。

しかしながら、この国日本に於いては、かかるあるまじき、ステレオタイプ、紋切型の渡世にドップリと浸かったエセ指導者がなんと多いことか？

流石にイスラム教の教え、精神は偉大だ！世界中が敬服している。日本など眼中に入れないで、世界の民主化の為に戦って下さい！決して一人ではなく、背後に欧米が援軍しているし、遠い日本にも応援者はいる！

この様に、民主主義感覚に疎く甚だしい正義感に欠如するエセ為政者に対比、対峙してアラブ、中近東のイスラム圏にある国民各位の正義への使命感は、目に見張るべきものがある。

流石に、世界中にモスクがあり教義が広く流布しキリスト教に比肩して栄華を誇るイスラム教徒の活躍に、心底感謝の念と崇拝心を抱かざるを得ない。何と堕落しきって腐心に甘受する日本人エセ為政者と乖離が大き過ぎるのかと悲観的に陥るを余儀なくさせられる。

一度「名誉と地位と安定且つ高額収入」という身分を確保すると之に少しでも長く固執するのは一面日本人のみならず人間の本能かもしれない。しかし、他に有能な優れた政策を持つ国民が背後にいる事を斟酌すれば、この者に禅譲すべきは、資本主義、社会主義と異なった国体にあろうが、民主主義が前進している今日においては何れも議論の余地を全く残さない。

中近東、アラブ諸国のイスラム人は、保身指導者を悉く全て順調に降板させている。成功させている。 正義を希求する心の豊かさに、心底より敬服します。イスラムの緒兄、姉！くじけないで下さい！世界最強の欧米が就いている！カダフィーを叩きのめせ！

最古の文明国家を誇るエジプト、社会主義国のシリア、リビアと言う中近東、アラブのイスラム教徒は、「日本版奥村悠二的指導者」の更迭を求めて暴徒、反乱、蜂起を次々と連鎖反応的に起こした。流石に世界をリードする二大宗教の底力、強く求める正義心に感動、驚嘆せざるを得ない。勿論、キリスト教圏の世界最強軍団の欧米は、これ等反政府、反乱側に実力行使で援軍している。頼もしい極みだ。目下好転中のリビアを除いて、これらの国々は、国民の正義を求める実力暴徒行使の前に、永年無風の温かい椅子に座っていた首脳を悉く降板させ新人へ交代させている。 一番注目すべきは、信長の恩人国、延いては現愛知県の最恩恵崇拝国のポルトガルでは、２００５年選出されたソクラテス首相は自らを処されて２０１１年３月に降板されたという卓越した彼の判断力を特筆せねばならぬ。勿論言うに及ばず、教育制度の完璧さは、日本の比でない傑出しフェアーなものだ。

世界の信用を得るには、先ず教育制度改革で国民に豊かな心を植えつける事！遷都問題は、何時でも可能で拙速になるな！

之に比して、国内でも国際的にも軽視され放題、馬鹿にされ放題の日本東京政府及び我々日本国民には、不正義への挑戦、怒りが何と稀薄であろうことか。既に欧米先進諸国では、日本という国へ見切りをつけているのも残念だがやむをえない話だ。最もである。以って、日本の最優先政治課題として、心の貧しさからの早期脱皮を正式、合法的に教育制度改革に求める事だ。

要するに、世界人類のより高度な至福への道筋は、民主主義の促進の過程に存する。果たして、現状下のあるまじき姿を肯定する日本と言う国が、G７、８、２０に在籍する資質、資格があるだろうか？大いに問題があり、疑問だ。

政治家の使命は、歌手、舞台俳優達とは違い、国民に方向性を示し、賛同を得たならば、之を実行する事に存する。全国遊説は効果は薄い。

東北地方沿岸部を３月１１日１５時に襲った地震と津波は、過去の度重なる災害時よりも住民数が遙かに凌駕していたので、未曽有の大惨事を物心両面で惹起したとネットは報じる。

事故の収拾は進行中に拘らず、愛知県議選などの統一地方選挙は、従前のけばけばしい街宣車の使用は自粛するものの、当該地域を除いては、予定通りに断行する。

今やテレビ、新聞、ラジオの時代を超越した人工衛星を介してのネットの時代に突入している。この現下で、年中全国遊説で歌手やどさ回りの舞台役者と全く同様の感覚に落ちぶれて、旧態依然として、同じ内容の演説を反復する、選挙の神様、民主党小沢型立候補者が暫しの間姿を消すだけでも、進歩的良識国際派の県民、国民には、天の恵みである。

党の綱領何処か、彼等一群には、政策もへチマもない。そのクセこの輩は決まって必ず、己の勉強不足を棚上げして「政治主導」を訴える。困ったものだ。

同じ、地震大国のチリの国家、国民と乖離が大き過ぎる。

今こそ一世紀前の米国民の優位性を理解し学び、国民はこぞって追随し実行する時が来た！

処で当時の米国大統領、ルーズベルトは、当然身障者であったので、全国遊説が果たせなかった。だが当時米ではラジオはあった。この文明の武器を使って、月間２～３回のペースで全国民に、所信を表明した。時には、同士、友人を入れて会話方式を採った。

勿論米人は英語を隈なく聞き取る事が出来た。

所謂「暖炉からの囁き」であった。

圧倒的多数の米国民は、他のどんな遊説得意の雄弁政治家よりも彼を支援、賛同して、忠実に実行し続けた。ほぼ１００年昔の当時の米国民には、見識の高さ、国際感覚の把握の正確さ、社会保障理解に基ずく社会主義理念への傾聴と言う思考回路の卓越した頭脳の柔軟性、と言った優位性に心底から敬服の念に私は掻き立てられる。遺伝子の優位性に他ならぬ。

同時に、ネット時代にこの国も仲間入りした現代に於いて、この約１世紀前の米国民の優位性を大いに身習い、習得して欲しいと祈願して止ま無い。

県民市民など住民の意識改革も又、必須と痛感して止ま無い。

昨今の奥村悠ニ程ではないが、実際当時大阪時代に、江南市民意識に大きな失望にさいなまれた事が鮮明に蘇る。

急遽、戸籍謄本が必要となったので、直に車で江南市役所で入手し係員から知った事だったが、当時の市長は宅建資格で不動産仲介が本業であるとの由だった。当時は、建売り住宅が花型産業であったが、この資格は、決まって住宅会社の営業マンか女子事務員が、臨時的にとる安易なものだった。人様の大事な不動産を売買する重責に就く者には、それなりの国家資格があるものだ。

当時は慢性腎炎で会社の健康健診で毎回再診を強要され、客観的に健康上問題があった身上ながら、必死にクレーオペに日夜精励していたが故に、江南行政全体にうろたえ且つ大いに失望したのを覚えた次第であった。

来り奴、飛来者は二区分される。優れた飛来者は、この街にも少なからず厳存する。彼等にこの市の未来を託そう！奥村悠二は劣等の飛来者の部類に入る。

さて、話は佳境に入るが、この田園１０万人都市、江南市には外部からの飛来者も多い。この飛来者は二分に分割される。詰り、学校教育を至上主義として、我が子乃至自己を私立中高一貫校を利して大学進学を確保する利己主義派、と他の一つは、出来るだけ多くの者と苦楽を共有する事に力点を置き、学校教育と経済力に均等なバランス感覚を最重要視する、高学歴会得者とその子女が、進学するのが常である、公立中高体験での、国公立大学卒業者である正統派である。

今世で、難関大学へ入学を果すには、断然私立の中高一貫校が有利である事位は、万人が知っている。

にも拘らず我が子を公立中で学ばせる、飛来者は決まって高学歴会得者である。かかる学歴を経て、国公大学を卒業した者は、この江南市内には、少なく見積っも５００人はいるであろう。

言わば、来り奴、飛来者ても、土着民に負けずに、人徳真面目にして知能優秀な方である。米人、豪人、チリ人達の範疇に入る。

奥村悠ニの如き人物は、両親もその前の祖父母も低学歴者であった事は想像に固い。顔を見れば下等な来り奴候のツラである。 何故この街、江南はこんな輩の私利私欲、我儘を便便と受け入れるのかと、不思議でならない。もっとマトモな飛来者は多くいる筈だ。

即ち、父とか祖父が旧制の高等学校とか高等商業学校とか高等工業専門学校をご卒業されて、当のご本人は地域社会の子女と同じ公立中学で学び、最終的に国公立大の名大、名工大、名市大を卒業されたと言う学歴を有する、今働き盛りの江南市民は、この田舎町と言えども何百人の単位で厳存する。

奥村悠二の如き極めて身内も卒業生の人材も層が目茶浅く貧困な身上の我立場を、お前は即刻自覚して、彼等に「県会議員としての重責」を禅譲すべきは、議論の余地が全く残さない。

きっと、お前らの予想に完全に外れて、かかる日本で通用する優秀な飛来者は、県議の立候補を遠慮深く固辞であろう事は明白である。

彼等の人生行路、渡世の過程には、一部の落ち度、ケチの付け様が無いまでに完璧であるのが常だからだ。

この国から利己主義者を一掃は出来ないが、勢力を弱める事は可能だ。私達の天寿は無期限ではなく限りがある。団結して助け合い協力しあって、一刻も早く後進に、恵まれた最たる環境、９３制教育制度を残す様に立ち上がろう！

さて、蛇足ながら、最後の話題に入る。我々交際派良識人が、命を賭けて例えこの国に、世界に通用する９３制教育制度を樹立したとしても、日本全国民を、特に全東京都民を満足さす事は不可能であろう事は、１００％で想像に固い。

即ち、必ずロシア張りの１２年制とか後期中等教育を６乃至８年制にすべきだと言う、不平不満者が特に一極集中圏東京で、私立学校を創立するからだ。

戦前の６５３制というほぼ完璧に近い我国の教育制度下でも、全く然りであった。 だからこそ多くの列強先進諸国から、日本という国全体が軽蔑、軽視された由縁であった。

利己主義者をこの国から一掃することは出来ぬが、少なくする事は可能だ。

私達の天命は、断じて不死鳥ではなく、寿命に限りがある。だからこそ、後進、次世代に全国民が一致団結して協力、助け合いながら一刻も早く、あるべき恵まれた最たる環境と断言できる教育制度を樹立急務がある。

◆訪日外国人旅行の現状　現在の訪日外国人旅行は、以下に示すような状況にある。1.1外国人旅行者の受け入れ状況2003年の訪日外国人旅行者数は521万人であった。ゆるやかな増加傾向がみてとれるが、昨年、重症急性呼吸器症候群(新型肺炎SARS)の影響で大幅に減少した日本人海外旅行者数と比較しても1／3の数であり、大きな差がみられる。（図１）また、外国人旅行者受け入れ数は、2003年の「外国人旅行者受入れ数国際ランキング」において33位であり、地理的条件の比較的似ているアジア各国の中でも中国、香港、タイ、シンガポールなどより低い位置にある。（表１）1.2外国人旅行者受け入れが低水準な理由なぜ、このように日本への外国人旅行者数は少ないのか。極東の　　　　図１；訪日外国人旅行者数と日本人海外旅行者数の推移島国であるといいう地理的条件の他、物価が高いため交通費や宿泊費などの　　　　　　　　　　　　　　　　　旅行費用が割高になるということがまず挙げられる。その他、日本は経済の発展　表１：外国人旅行者受入れ数国際ﾗﾝｷﾝｸﾞ　　
した工業国であり、観光目的で訪れる場所ではないといった日本の偏ったイメージが強い　　　　　　　　ことや、日本の国際観光政策が、日本人海外旅行者増加に力を入れてきており、民間観光業者も順調に需要のあった国内観光に力を注いでいたため訪日促進のための取組みが不十分であったことも原因である。1.3活発化しつつある日本の訪日外国人旅行政策しかし、ここ近年、国の国際観光政策に変化がみられ、訪日促進政策が活発化している。訪日が促進することによって、自然の美しさを知ってもらうなど、本当の日本を理解してもらうことができることや、不況や日本人の海外旅行により低迷している国内観光を振興させることができるといったことが重要視されたためである。まず、1996年に訪日促進のための「ウェルカムプラン21」が運輸省（現国土交通省）によって決定された。97年にはその内容を具体化し実行に移すために「外国人観光客の来訪地域の多様化の促進による国際観光の振興に関する法律（外客誘致法）」が制定された。その後2000年に「ウェルカムプラン21」は、「新ウェルカムプラン21」として新たに取りまとめられた。さらに、2002年には、観光立国を推し進めるという政府の基本方針をふまえ、国土交通省により「グローバル観光戦略」が策定され　そのなかの外国人旅行者訪日促進戦略により2003年から「ビジット･ジャパン･キャンペーン」が展開されている。　　　　　　　　　　　　　２．研究の目的　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　訪日促進の政策や各取組みによる訪日旅行のアピールは、外国人旅行者のその時のニーズと合致したときにうまく成功するといえる。今後、より外国人旅行者の訪日促進を進めるためにも、現在の訪日促進政策・取組みが、外国人旅行者のニーズとうまく対応しているのかを検証する必要があるといえる。そこで、本研究では、政策・取組み前後の外国人旅行者訪日特性の変化を調べることにより、その政策・取組みが外国人旅行者ニーズに合致しているのかどうかを検証することを目的とする。ここでいう訪日特性とは、訪日目的や旅行形態、滞在日数、訪問都道府県などを指す。

３．研究の流れ　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　
研究は、図２に示した流れで進める。訪日促進政策や取組みの具体的内容を吟味し、その一方で外国人旅行者の訪日特性データ用いて集計分析によってその変化をみることを平行するかたちで進める。そして、訪日促進政策・取組みと影響を受けるであろう訪日特性にどんな変化があるかどうかをみることにより、その政策や取組みが外国人旅行者のニーズと合致していのかを判断する。４．利用データについて　　　　　　　　　　　　　　　　　　　　　　4.1利用データ概要訪日特性のデータは、独立行政法人国際観光振興機構が調査し、報告書として発行している「訪日外国人旅行者調査」のものを使用することにする。この調査報告書は、宿泊旅行(１泊、以上６ヶ月以内)を終え日本を出国しようとしている外国人旅行者に対し、日本国内訪問地、滞在期間、属性、　訪日目的、旅行形態等の訪日特性について空港で聞き取り調査を行い、集計　　　　　　　　　　
したもので年度ごとに発行されている。本研究では訪日促進政策･取組みが活発化した前後の訪日特性のデータが欲しいため、1990年度～2002年度の報告書からデータを収集した。各年度に行われた調査の概要については、資料にて示す。4.2分析対象居住国･地域について訪日旅行行動は、地理的条件や環境等の違いから居住している国(地域)によって大きく異なることが予想できる。そのため居住国(地域)別の分析を進めることにする。本研究での分析対象国(地域)は、図３に示すように、我が国の訪日旅行者居住国(地域)の上位を占め、重要な市場を形成している韓国・台湾・アメリカ合衆国とし、この3カ国(地域)のデータを利用する。　　　　図３：居住地別訪日外国人旅行者の割合上位６カ国(地域)　　　　５．訪日特性データを用いた分析の一例　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　5.1訪日促進の取組みの一例「ウェルカムプラン21」では、基本的方向性として東京・大阪といった大都市に集中する外国人旅行者の訪問地を地方圏へ拡大させることを掲げている。この政府の取組みに基づき、青森県、秋田県、岩手県の３県からなる北東北地区では、台湾人向けに訪問促進に取り組んでいる。この取組みは、1999年から特に強化された形で実施され、現在まで続いている。その取組みの中身としては、1999年からは、まずマスコミや訪問団を招待し、東北の魅力を知ってもらうことから始められた。2000年からは、台湾から東北へのツアーの販売が開始された。このツアーは四季や自然を満喫してもらう内容になっている。そして2000年～2001年には、台湾人向けに東北を紹介するガイドブックが発刊された。
5.2台湾の都道府県訪問率の推移　　　　　　　　　%この北東北地区による台湾への訪問促進活動は、北東北地区の青森県、秋田県、岩手県への台湾人訪問者の数に影響を与えるだろうと考えられる。訪問者の数の増減は、訪日特性データの各都道府県への訪問率の増減で判断することにする。ここでいう訪問率は、旅行中に該当地を訪問したと答えた回答者数を全回答者数で割ってパーセント表示したものである。右の図４は、青森県、秋田県、岩手県の訪問率の推移と、北東北地区全体への訪問率を示したものである。2002年は、青森県、秋田県、岩手県、北東北全体でも
