他人他国が容易に出来るからといって、自分自国も出来るに決まっているという先入観は危ない！

我が最愛の邦人「戦後の負け組」の皆さん！我が最愛の国際放送ＣＮＮの関係者全員の方々！
我が師と尊敬するＢＢＣの関係者全員の方々！お元気ですか？すっかり温かくなり待望の春が到来しました。こんな快適な期に私は先週酷い風邪をひいてしまい、頭痛と痰に悩まされましたが殆ど完治しましたので、ご安心ください。しかし、未だ体調は完全ではなく、時々頭痛と痰に遭遇しています。




多くの国々が簡単に出来るからといって、我が国我が町が簡単に出来るとは到底いえない。高をくくると予想外の結果を招く。国連の分担金の１９パーセントを支払いながら何の地位を得ていない日本国の立場も勘案する要がある。

お金は古今東西を問わず、「高潔な人徳がある優秀な人材も下に集まる」という諺があります。この街は孤立無援の立場にあり、人が集まっているのは決まって病院、医院だけという、言わば破れかぶれの公共団体へと成り下っています。換言すれば、市民はホリエモンや村上ファンドの株主となったと同然で値下がる一方で凋落の一途を下り降りる一方でお先真っ暗です。市政の最前線に立つ者の一群は、決まって無い物尽くしに象徴される堀元市長を筆頭に、揃って「赤ん坊とＯＯＯＯＯ，赤ん坊とＯＯＯには勝てぬ」といわれるこの日本人にあって日本人にあらずの実体的な非国民に独占されている事態から、因果応報でしょう。「類は類を呼ぶ、birds of a feather flock together」という
有名な諺が如実に物語っています。
隣村には繁栄を極める一宮市があり、当市の傘下にあるものの、一宮高校経由者がこの非国民の一群に不当に排斥され続けているからの他の何物でもありません。この厚い壁を我々江南市民は一致団結して先ず打破しなければなりません。


第一
統一地方選挙期である４月到来は間近となってきた。　当市の市長立候補者は、現職の堀と現市議の江口によって争われる見込みである。どちらも所謂「村のおっさん」でしかなく、外部的に対他の市町村に膝を交えて協議参画したり、時には先導して又時には世界的又は日本的な教育界の大きなうねりの潮流に追随して行く事すら出来ない事ぐらいは、小学生でも分かる。

一、
両者共に永年この街にヒルの如くにへばり付き血税を吸い取ってきた類に入る所謂関西で言う「０００」である。彼等の主張は何時も差別を受けていると言い続けるが、先に原因を造っているのは彼等の方であり、彼等自身の旧態依然とした体質と一昔前の古い思考方法に存する。

二、
詰り狭い閉鎖社会を勝手に造り上げて、外部から新しい血を導入しようしない一点に帰結される。具体的には、当市は隣接する偉大な一宮市の圏内にあらゆる面で位置するが、この実体を今なお排斥し続けてている。この一つの現れ、有り様が今時の市民疎外の実体の無い「市長選」である。

当市内には多くの一宮高校経由者が在住しているが、煙たがり敬遠して完全に排斥している。これでは一切発展という物がない。一宮高校は国公立大への進学を、市内の某私立校よりも高確率で毎年果たし続けている公立の学校である。又はそれ相応の実体ある国家資格等を習得しているのが殆どだ。
この高校の卒業者が、前記の某私立校卒業者と異なる最大点は、先祖代々この地に住み続けて来ているという意味に於いて当地の時代の申し子と断言出来る。
きっと外部からこの地に来られた方は、得てして資産とか身寄りが無いので、せめて我が子だけには高い学歴を身につけさせて、形だけでも良いので大學出という身繕いをさせようとされる余りに、なり振り構わない渡世に陥られることでしょう。

ともあれこの市は、この様な我々を完全に市政の主要最前線から排斥し片隅へと追いやっている。この憂慮すべき現状を逆転しない限りあらゆる面に於て、特に現場の学童、青年が日々悶え苦しんでいる実体を直視する時、当市には発展はない。

第二
敗戦により、ＧＨＱにより我が国は多くの物を失った。一つは、台湾、朝鮮半島、樺太に及んだ国土であったし、一つは、約３００万人の命であったり、一つは、世界に誇る優れた中等教育への選抜で知られた６５３制の教育制度であった。これら全ての失ってしまった物の中でただ一つ日本国民の賛同さえ確保出来れば、奪還し再生出来る物がある。此が私が４０年以上の歳月を費やし続けている「教育制度改革」である。９年制の小中一貫校の誕生は、徹頭徹尾小学区制によってのみ成し遂げられる。中学区制や大学区制は９年制校創設への天敵である。

私ごとであるが、生まれ育った所は愛知県の北端、岐阜県との県境で、日本的な河川の木曾川流域の直面地である。父は、直面地どころか木曽川の河川敷で生まれた。とかくこの世は、流転とか栄枯盛衰に付きまとわれる。この辺り一帯は、大自然がもたらす豊かな水量の恵みで水運業が発展し繁栄を極め続けていたが、伊勢湾沿岸地方への人口の流れの進捗に反比例して、水量は減少へと向かうにつれ、此に正比例して、大正時代には顕著に斜陽化して行った。

この様な境遇、一連の流れの中にあって、叔父（父の従兄弟）や父は私の幼少の頃から、「英語だけは一生懸命勉強しなさい」と教育し続けた。何れも英語とは縁が全く無い生業であった。こんな環境下にもろに生き続けた私であったので、今から回想すると、大学卒業と同時に英語圏の国へ留学すべきであったかもしれない。又は働き盛りの若かれし頃に本来は留学すべきであったかもしれない。しかし、次男の身上や老後のことを勘案すると社会保険のある企業への就業に拘泥して、どうしても留学に踏み込む事が出来なかった。

しかし、６０歳前に早めに会社生活を切り上げて、一番価値がある生活様式に打ち込める事が出来たのは、大きな見落とすことが出来ない、「不幸中の幸い」であり、日々生活の中で、大きな生甲斐と自己責任感に感謝しつつ又痛感して居る。
この様な私の現在の生活様式は、２００２年前後から始まったということは、小泉内閣前半から始まったと見てよい。

そんな中で、我が意とする９３制教育制度への挑戦は、全国津々浦々で賛同を得つつ平行して小泉、安倍内閣の協賛を得て、この国の全土で結実しつつある。色とりどりの素晴らしい花が咲き乱れる時の到来は目前に迫って居る。
これは、飽くまでも小学区制によって実行されつつあるので、本物と看做してよい。既に東京では、品川区が区内の全小中校を９年制一貫校へ区議会で決議して改革実行中である。反面、戦後長年に亙って、公教育の代用を果たして来た私学の雄、「開成」の凋落と「日比谷」の蘇生再生は、目前に来ており、日の目を見るよりも明らかとなって来ており、既にとっくに早かれ遅かれ確実というただ時の問題になっている。

戦前中の永きに亙って、中学の御三家と言われ続けた「日比谷、旭丘、神戸」の総本山であった日比谷は２００７年の大学合格成績で、目に見張る好成績を上げて居る。正に眠る獅子が目覚めるのは、時間の問題でしかない。いや目覚めつつあると見てよい。




小中一貫９年制学校を、正攻法である小学区制によって遂行するには、現実を直視しないととんでもない憂き目を見るであろう

先進諸国並に、この国にいや先ずこの街に、小中一貫９年制学校を、正攻法である小学区制によってのみ正々堂々と遂行するには、大きな抵抗もあることを予想して、之に備えての強力な援護が必須だからである。この国は世界の潮流から余りにも遠ざかっている現実を無視は出来ないからだ。決して、普通の国ではない現実を銘記しないととんでもないことになる。

分かりやすく具体例をここに上げる。現江南市長の堀元は某４流高校卒の貧弱極まる学歴を有するのみだけではなくて、何一つ公的乃至国家的な資格も有しなく、取り立てて就学時代にスポーツ、学業、クラブ活動分野で顕著な成績を残した形跡も全く有しなく、自身の先祖がこの地方に貢献した形跡も有しなく、例を上げれば際限がないことから「無い物尽しの訳の分からないグータラ人物」と断言できる。
当然に彼を守り立てている取り巻き、側近達も挙って全くの同人類である。対外的な影響力は、ゼロである。
もっと分かりやすく詳説すれば、当然演説を日本語で話しているが、国語力自体が良識ある市民よりもないのである。詰まり、基礎学力が無いのである。従って、当然にその他の地理、日本史、数学等も造詣は極めて貧弱そのものである。否皆無だ。
かつて関西で、落語家とか漫才師が話が上手である、場慣れしているという理由だけで、噺家が多く政界に進出していたが結局は基礎学力が欠如している為に、身を退かざるを得なくなったと堀元は同じである。





堀元江南市長の処世術は、素早くマイクを取り上げ、最後まで持ち続けて、無意味な話を滔々と語りかけ、以って民衆をマインドコントロールする。この他は何一つ無い。

第三
それではこんな取るに足らない「無い物尽しの人物」が、何故市議選に何度も悉く当選出来遂には市長の地位迄に昇り上げる事が出来たのか？答えはこれだ。いやこれだけだ。

堀元は、何時でも何処でも決まって、規模が大小を問わず民衆が集まる場に参加し臨むと、先ずマイクを素早く他人から取り上げて、手中にして此を最後まで他人に離さず、大声で滔々と内容の無い話しで以てしゃべりまくって、その場に居会せた民衆をマインドコントロールして、結果支配下に置き拘束するという手法である。堀元はこの他には何一つ他の民衆をコントロールする手法を持たないのだ。

尚、彼が民衆に問いかける話しの内容が常に薄いことは、指導者としての相応な教養、専門的政治一般の知識等などに造詣が微塵も無い身上から、明白でありこれ以上多言を要さない。
歴史は繰り返すと言うが、之までの江南市政の流れは一時期関西地方で大流行して直ぐに退廃して行った、噺家の政界進出劇と全く同じ現象である。


我が最愛のＣＮＮの皆さん！師と仰ぐＢＢＣの皆さん！永い間苦楽を共にしてきた我が同志の「戦後の負け組」の皆さん！俺は老体と言えども、行く手を阻む者にはあらゆる手段で払いのけて前進する覚悟に変わりは微塵も無い。不退転の決意だ。着実に花は開花しつつあります。
遅くてもいい、着実に前進しましょう！お互いに健康第一で頑張りましょうね！

I've been looking at all news of yours in Japan for more than these 5 years long because I love English itself very much to the fullest extent, keeping in mind to improve allround abilities of English further and further throughout my life.
In addition I've never been reading and looking at any Japanese newspapers and televisions at home, except at coffee-stores for all past years.




I'm one of a large number of victims at the mercy of a few sensational and ultra-nationalistic Japanese politicians like the incumbent Kohnan Mayor Gen Hori who was elected from some narrowly minded locals to be a representative of the Burakumins

Congratultions on one-on-one talk between US and North Korea in Washingto, which North Korea has been thirsty for the advent of this Spring ! Congratulations on this moment for both of you !
I don't hesitate to greet with endless applauses as one of victims controlled by a few politicians, in other words, some sensational and ultra-natinalistic Japanese politicians just like the incumbent Kohnan mayor Gen Hori in particular who were elected from some narrowly confined localst to be a representative of the Burakumins.
We a large number of honest Japanese hope many serious economic sanctions against North Korea to be lifted as thoughtful as possible under way these two are bound for detente by means of longer and more sit down talks at a round table.Washington will be so deep insightful as to lift a few dispensable sanctions, I'm firmly convinced so.

Reflected all over some decades from around the late 1940's to December 1987 at most when a American-Soviet treaty for the elimination and destruction of medium-and short-range missiles was signed, during a so-called COLD WAR which got all nations on the Earth kicked down to nightmare, we mate only a same ethnic group of then country called " KOREA " was intentionally divided into two, that is, North Korea and South Korea according to latitude 38 degree North as a buffer zone between USA and USSR in those days needless to say more soon after the cold war broke out in the late 1940's.

The political affairs in Japan largely differ from ones of European countries, Australia, NewZealandand lots more.

Concretely speaking, for example a group of low class officials in local governments are very often blamed to be fellows in the burakumins.

Right here let's scrutinize another facet of these burakumins !The city of Kohnan lies neigboring to the great city of Ichimiya, so our city is in realm of Ichimiya from the all view points such as economics, culture, education, sports and lots more main fields.Therefore the figure of people via Ichimiya high school who have been living in Kohnan city, amounts to large number to some extent. Needless to say more most of them have graduated from the fisrt classed universiteis - national universities or public ones -.

So you will throw a following question to me ; " Are there many persons who graduated from Ichimiya high school, in both the city councilors and the city officials ? "
It is a very very natural question.
However I am upset to say followings as well as you, " No, theren't at all ".

You will be surprised to hear that it sounds very strange and weird that actually there aren't any persons graduated from Ichimiya high school in the city main fields - the city councilors and the city officials - because all of us are kept at a long distance and driven to not the center but rather the corner although we were born and grown up in the city generations to generations.

It is unfair that all graduates from Ichimiya high school have been long omitted from the city frontline - the city officials and councilors - although most of our ancestors have been living here and the city of Kohnan is located in realm of the neighboring great city of Ichimiya from the all view points.




Our Mayor Gen Hori deadly belongs to the burakumins on the ground that he hasn't any distinguished personal histories in all fields in spite that he has been getting very very high salary for consecutive long years beyond any guesses of you all with nationalty of USA

In our city called " Kohnan ", right here Mayor of Gen Hori absolutely belongs to the barukumins on the ground that he has not any distinguished personal histories in all fields ; his graduated school being the third classed public high school, no national licenses, no distinctive study and sports achievements in his young ages.
In short only one weird habitual character concerning himself is obviously said that he is very quick in snatching a microphone from others, keeping it in hands from start to finish all the while speaking loudly for long time in front of others any times and anywhere.
This is his only one habitual way to control, lead and fetter others.


However he has been getting very very high salary for long consecutive years beyond any guesses of all you with nationality of USA although he is a Japanese.
For detai, he came from Gifu prefecture, however now he owns lots of real estate such as wide square lands for housing and farming, a few driving cars, needless to say more a large sum of deposit in some banks.




You know that all Japanese people have inherent rights respectively to receive common benefits of the good education system regardless of rich local government or poor one according to saying of Mr. Jeremy Bentham

By the way, I must fulfill my life work to implant a better public education system - 93 -on this city first of all across Japan at all costs because my life left forward my future life is confined to some extent and this 93 system has been coming true in rapid space across our country under way confined to a small part of Japan lands with very rich financial cities, towns and villages except in most of Japan lands with common financial ones like Kohnan city.

我が人生の生き神様である、「戦後の負け組」の皆さん！我が最愛のCNN及び我が師とこよなく崇拝するBBCの皆さん！お元気きですか？寒さが日増しに厳しくなって行く、厳寒の２月に備えて呉れ呉れも健康に留意してお互いに頑張りたいですね！

年始は過ぎたが、現在中国の長春で開催中の「冬季アジア大会」における我が国の予想外の成績不振とか我が国の教育制度改革に言及する事案を勘案すると、引き続き日本語で作成することにする。

早速本題に入ることとしたい。



名将蜂須賀は、当時交通の至便性に大いに欠けていたにも拘らず、海岸地方へ出掛けて「時の人」との交友を絶えず温めて行った。現宮後に住む人々とは、大きくかけ離れた人生を歩み続けた、言わば斬新的進歩派に属する人物であった

私が住む江南市宮後地区を統治していた蜂須賀小六は、時の名君であった信長、秀吉に使え親交を温めて行ったので、当家は阿波の国の統治を委任される功績を得るに及んだ。当時の時世下では交通手段は言うまでもなく、馬とか人力による籠であったし、庄内川、矢作川等の大川に橋は殆ど架けられていなかったし、道路の整備状態も極めて不完全であったことから、此の地から現名古屋へ着くにしても、大仕事であった。それに関わらず、氏は狭い尾張の北端の限られた当地に引きこもる事なく、多くの交通の不便さに絶えず挑戦し続けて、この殻の中から出て行って、時の名君が多く住んでいた、海岸沿岸方面へ進出を何度も果たしたのであった。
換言すれば、当時の時代感覚からすれば、極めてすこぶる進取の気概に満ちた、進歩的な理念を抱き且つ実践いた、稀に見る斬新的進歩派の人物であったことに間違いはない。
であったからこそ、清洲藩士の織田信長とか現名古屋市中村区に本居を構える秀吉と交友関係を確実に益々深くに促進して行くことが出来たのである。これが事実か否かは別にして、矢作川の橋のたもとで、秀吉と直面したという逸話も生まれ、伝承され続けて来た所以である。

この観点からすれば、さしたる交通手段もなく、太平洋沿岸地方から可成奥地と断言出来た、この地区、詰り現宮後町の当時の住民達ばかりか現在のそれらとは、全く異なる、大きく超越した生活姿勢を生涯に亘って維持し続けたことは容易に想像出来る。




交通の至便性は、古今東西を問わずに、関係地区の発展に決定的要因となる

所で、交通の至便性が、文化文明の発展には直に大きく影響を及ぼすことは、今更強調するまでもない。江戸、明治の古き時代には、木曽川の豊かな水の恵みを享受して、この尾張一円では、川沿いの街、特に現宮田町が抜群の栄華を極めていたことは、水運業という卓越した交通の至便性を兼備していたことからも、容易に理解出来る。
併せて、当時の宮田村は、主食の米を精米する為の、水車業が最も盛んな所であったという二つの事由から、一時期は一宮村（現一宮市）よりも、遥かに栄えていた事態も決して不自然な現象ではない。極めて、納得できる成り行きである。



イギリスは、１７６５年に蒸気機関を発明、直ちに織機、紡績機の原動力となる。
木綿工業の隆盛を来たす
之を契機に、１８世紀後半～１９世紀前半の産業革命を行う
１８１４年に、蒸気機関車を発明。

これらの世界の知恵にこの北尾張地方で最初に直に浴する事が出来たのが、現一宮市であった
イギリスに於いて、ワットにより１７６５年に発明された蒸気機関は、織機や紡績機に原動力として利用化されて、世界史に刻む「産業革命」を方向づけた。
延いては１８１４年には、同イギリス人、スチィーブンソンにより、蒸気機関車が発明されるに及んだ。詰まり、１８１４年頃に発明した蒸気機関車が、約６０年後に日本へ導入され、この驚異的な文明の
所産物体自体そのままの移入によって、現太平洋沿岸ベルト地帯でも鉄道が敷設されるに及んだ東海道本線の開通が（１８８９年　明治２２年）、それまでのここ日本の国内に於ける何世紀にも亘る永年の市町村間の発達、勢力地図を１８０度塗り替える結果を招来した。

詰まり、人物の交通、移送を画期的「早く大量」に促進させる恩恵によくすることが出来た、東京～神戸間の当本線の沿線地域住民達は、拱手しているだけで、自動的に急速に且つ長期的に画期的な発展を招来することが出来た訳である。特に駅舎を設けられた周辺地域一円は、長期にわたり、驚異的且つ永続的発展を遂げ続けるに至った訳である。それら地域一円に住む住民達は、笑いが止まらない「棚から牡丹餅」の幸運を期せずして享受し続けた。
尚、詳説すれば、蒸気機関は時既に、何と１７６５年に発明されて、織機、紡績機の原動力として大活躍をする訳だが、蒸気機関車そのもの自体が、イギリスで発明されのは後後の１８１４年であったので、約６０年後（１８７２年）に、我が国の品川～横浜間で、最初の鉄道が敷設、開通されるに及んだ次第だ。
この想像を絶する、機能、利便性を有した鉄道の登場は、１５４３年のポルトガルからの鉄砲伝来に相当する画期的大変化を、日本全土の広範囲にもたらした。

鉄砲と言う兵器は、日本古来の弓、刀の効能性を無にして、「兵器の大革命」を、我が国日本の地にもたらした。１５７５年に、徳川軍は、長篠「現愛知県新城市長篠」で、武田軍に包囲され陥落寸前となった為に、鉄砲をもつ信長の援軍を得て、一気に勝運を得たのは、有名な一好例であった。



明治以前の永い歴史においては、水運、交通の至便性に勝っていた宮田村の方が、一宮村よりも繁栄していた事態は、当然な現象であった

従って、名古屋に次ぐ尾張の主要都市となっている一宮市といえども、東海道本線という鉄道が敷設、開通されるに至った以前の永い、江戸時代から明治初期（１９世紀中期）に及ぶ時代おいては、全く取るに足らない一介の濃尾平野にある一つの平凡な村に過ぎなかった事態、水運、交通の至便性に於いて遥かに凌駕していた宮田村の方が繁栄を来し続けていたという事態等は、決して不思議なことではない。決して、人々の理解しかねることではない。むしろ、当然な現象であった。
之専ら、世界の文明の力に浴することが出来た街と出来なかった街との大差の結果でしかない。
言い換えれば、鉄道の登場までの永い歴史においては、木曽川沿岸流域に延々と、、特に現江南市宮田、南野、本郷、四ッ谷、生原、神明地区に現北濃尾平野地方一帯の経済、文化、教育、政治、娯楽の中心は存し続けた事になる。
主たる地主も交通機関の一翼を荷っていた船が活躍できた、木曽川の流域に、比較的多く集中していた。
今の光明寺には、つい最近まで、即ち未だ我々が小学校時代まで、一ヶ所に八町藪という広大な土地が、堤防沿いに延々と伸びていた。この地区の地主であった、尾藤氏の所有のもので、この延々と続く有様は、昼間でも薄暗い処で、何時新聞と言うものが登場したのか知らないが、新聞がなかった時代とかバスが開通していなかった時代の江戸時代には恐らく何度か追剥ぎが出没したのではないのか？と思わせる程だ。

詰り、イギリスが発明した蒸気機関は、世界史に刻み込んだ、当国に（産業革命）を、誘発した一弾みとなったばかりか、東洋の東に浮かぶ小さな島の日本という国の全土においても、殿様から庶民、華族から平民に至るまでのあらゆる階層の人々にも、生活様式の大変化は勿論のこと、それまでの市町村間の勢力関係図をも一気に塗り替えてしまったのである。所謂、鉄道が開通した、太平洋沿岸のベルト地帯で駅舎が設けられた付近の市町村が、抜群の優位に立ち、事実笑いが止まらない急速なる発展を遂げ始めるに至る次第である。

例えば、ここ愛知県でも、名古屋は大昔から栄華を極めていたが、一宮、稲沢、特に一宮が他を大きく切り離して、長期の継続的な発展期に突入するに至った。他面、それまで栄華を極めていた、宮田村、布袋、岩倉等は、逆に特に宮田村（現江南市の堤防沿いの宮田地区）は時代の波から取り残されて行った訳である。

イギリスは、時既に１７６５年に（蒸気機関発明）という驚異的功績を世界に呈示した。それに引き続いて、１８１４年には、蒸気機関車を発明して、（交通機関の大革命）を世界にもたらした。
我が国日本は、それから遅れること約６０年後に、品川～横浜にこれを導入し、（交通の大革命）に着行した。
先に記した様に、この尾張北部地方では一宮村が期せずして運よく、東海道本線が貫通し、駅舎が設けられる地点に選定されるというプロジェクトに組み込まれた。
一方、北尾張の雄であり続けた宮田村は、このプロジェクトから不運にももれた。これを契機に、かつて栄華を極めた宮田村は、往年の勢いを逐次逸し、更に敗戦による農地解放で、二度のパンチを食らって一層の下降を余儀無くされた次第だ。




もし、当時の鉄道敷設のプロジェクトから岐南、一宮がもれて、その代わりに各務原、江南、岩倉が採用されていたならば、勢力関係図は逆転していたことは明らかだ。
しかし、愛知全体の総合的な勢力は、全く変わっていなかったことも、明らかだ。

従って、もし当時のこのプロジェクトが、今とは異なる、岐阜、岐南から枇杷島へという経路ではなくて、僅か東方の岐阜から、現各務原飛行場や川島、現江南、岩倉、西春経由で枇杷島へというプロジェクトが取り入られ採用されていたならば、北尾張地方の勢力図は一昔前のままであった。

愛知全体の総合力も又、全くの不動ではあったが、現一宮、稲沢の今日の如くの隆盛は見なかったことになる。詰り、鉄道敷設地区についての計画の変行があったにしても、それが明治の初期であっても、愛知県内の県民の生命、県総合力においては、大差、大きな影響は生じなかった。これが、この項で私が一番強調したい点である。
詰り、現一宮、稲沢の代わりに、現江南、岩倉が台頭しただけのことである。青写真が、岐阜、岐南経由から、僅か東の岐阜、川島乃至各務原経由へなっていれば、何度も言う様に、一宮、稲沢の代わりに、江南、岩倉が発展を遂げていただけのことである。




悠久の太古の時代から、大河川として君臨してきた木曽川が、ダムからの供給水路を変えて、もし一宮、稲沢へ水を提供していなかったならば、どうなったのか？栄枯盛衰の問題ではなく、生死の問題となっていた。
大河川は、優れた文明、文化を育むという原点、世界の教訓に、時には耳を傾けよう！

これに比して、何万年、何億年という年月をかけて自然の恵みが形成した木曾川、そこに絶え間無く流れる滔々たる水量を、もし多くのダムを造って、南部尾張地方に供給されなかったとしたならば、北尾張の主要都市となっている一宮、稲沢を初め現在の世界に冠たる国際港都の名古屋や東海市は決して今日程の隆盛を極める形では誕生していなかった。

両者の違いは、雲泥の差である。これがこの項に於ける私の強調する結論である。
現代の日本人は自然の前に余にも、傲慢になっていないだろうか？
古今東西を問わず、大河川流域に優れた文明、文化は生まれると言われるのは、何故だろうか？
大原点に時には振返ってみる必要があるのではなかろうか？ドイツ原産のシェパード好きの私の色眼鏡をかけて見た持論、詰り我田引水の論法と言われるるかもしれないが、そんな原点に帰り戻った思考回路は、時には必要でなかろうか？
時には、宇宙から、遠く地球の上から、宇宙飛行士になったつもりで、我が国、我が町、我が身を見つめる余裕があってもよいのではないか？


海が醸し出す大量輸送が可能で、海洋性気候の特質の恩恵に預って来た、名古屋は江戸時代から先進地域であり続けた。それに比し、尾張の二番手の街、現一宮市はどうであったろうか？私の出身高校は、一宮にあるし、母は一宮生まれなので、一方ならぬ愛着が一宮にはある。
しかし、出来るだけ客観的に、即ち宇宙飛行士になったつもりで、視野を広くして、他地域との相関関係を観察しながら、この街一宮について、探求したい。
東海道本線の（尾張一宮）駅の周辺の旧一宮の市街地は、太平洋の入り江をなす伊勢湾からも大河川の木曾川沿岸からも共に程遠い。普通の歴史を享受してきたならば、さしたる発展はありえなかったことは、小学生でも分かる。
それなのに、何故今日に見るがごとくに、尾張第二の都市へと発展を遂げたのか？
要因は、
１、
周辺の地域一体が、木曾川が長年に亙り形成した扇状地の一角に存し、農産物に適する肥沃な土壌であること、更に広範囲な現一宮市が包括する、周辺の住民が、勤勉で聡明であったこと
２、
１８８９年（明治２２）に開通したＳＬ機関車による東海道本線の通過する地点に織り込まれたこと、更に駅舎が設けられる地点となったこと

の以上２点である。




旧一宮市、尾西市の方々は、近代に於いて、祖先代々、イギリスという世界の知恵の恩恵に、直にしかも二重に浴されてきた。当地の方々は、市民こぞって、イギリスという国へもっともっと感謝すべきではないのか？

更に幸運にももう一つ、遠いイギリスの地で発明された、文明の力である蒸気機関車の恩恵に、この尾張北地域では、いち早くしかも直に浴することが出来た、幸運を見過ごすことは到底出来ない。

従って、この愛知県下で、一宮市民程英国に感謝しなければならない義務を負う市民は全国何処を探しても他にないことになる。この他に、一宮（元尾西市を含む）は、長い間日本一の毛織物、紡績の産地であり続けた。
世界的に周知の事実であるが、１７６５年にイギリスは、蒸気機関を発明して、このスチィーム、エンジンを、先ず最初に、織物、紡績に応用した。これが、世界に冠たるイギリスに於ける（産業革命）の発端である。
言うに及ばず、マンチェスターは、遥かに一宮や尾西以上の世界的に知られた織物の名産地だ。

私は、少年時期から、叔父の家や父から、（英語だけはしっかりと勉強しなさい）と言われ続けたので、何とか我が人生では常に英語に親しんで来た。こんな過程から、イギリスという国は好きである。

しかし、私以上に現一宮市民の方々は、先祖代々イギリスには、直に二重に恩恵を経済的に蒙って来られたので、もっともっと感謝すべきだ。イギリスの方向へは、足を向けて寝られない筈だ。





財政困難市に住む市民と言えども、肉眼で広大な敷地の宅地、そこに建つ豪華な近代建築の棲家、ガレージにある高級外車を眺めるだけで、気持ちに余裕が出来る。たとえそれら家主が、他地から来た落下傘部隊でも、若者には夢、希望を、大人には郷土愛、勇気を育んでくれる。
本の中の写真で見るのとは、全く違う臨幸感を覚える。

ましてや、彼等が決まって当地に脈々と何世代にも亘って住み続ける、古い知己関係者であったならば、尚更な臨幸感を実感する。

さて、この傾向に、善悪は別にして、益々拍車をかけたのは、
一に、太平洋沿岸地区に定着する住民数の増加に伴う、木曾川の水量の減少化　
二に、我が国にとっては未曾有の体験となった、第二次大戦の敗北による、片山内閣時の＜農地解放＞断行下での、木曾川流域で何世代にも亙って財を築いた大地主達の凋落、これに起因する精神的物質的支柱を失った、そこに住む各階層の住民達の路頭に迷う困惑、

の以上二点の惹起であった。


敗戦によって、全国各地の各市町村、部落には何世にもわたって土着して財をなした地主がいたが、（農地解放）によって一気に姿を悉く消して、各々の住民達も大きな精神的支柱を失い、路頭に舞うこととなったは、既に記した通りである。

特に、特筆すべきは、上記二項が及ぼし続けている、負の財産の大きさの意外性、即ち未だに尾を引き続ける、日本固有の良き伝統的習慣までも失い、何かはっきした実体を求心し、此にすがろうとし続ける、予想外に多数に上っている住民達の精神的崩壊、詰まり心の中にポッカリと空洞が出来たままでいる住民、市民の姿である。

敗戦によって、各市町村、部落には何世にもわたってこれらの土地に脈々と土着して、財をなした地主がいたが、（農地解放）によって一気に姿を悉く消して、各々の住民達も大きな精神的支柱を失い、路頭に舞うこととなったことは、既に記した通りである。
戦後、特に国民皆保険制度が徹底化されて来て、医療機関を利用する者の数は、増加の一途を辿っている。こんな世情下にあって、罹患者の裾野も広がり、それに伴い開業医の数も当然激増した。
例えば、ここ江南市でも、県下屈指の財政難に直面し続けている街であるとは言うものの、豪華な邸宅と広大な敷地を誇る開業医を、至る所で目にすることができる。相場は決まっている。

喫茶店の数が全国トップランクに入る我が愛知県であるが、その数は、ここ江南市では喫茶店の数を遥かに凌駕する。それら殆のお医者さん達の出身地は、姓字を見れば、当地ではないことは、直ぐに分かる。完全に共通した点は、彼等の所有の不動産である医院の敷地、建物のみならず住処の敷地、家もこの県下では貧困地帯であるに拘わらずに、群を抜いて敷地広大にして、建物壮大豪華であることだ。全く相場は決まっている。その有り様は、顕著で目を見張る程の形容そのもずばりである。きっと、彼等の日常の生活レベルも又そうであろうことは、多言を要しない。
言うに及ばず、確かに周囲の一般江南市民にとっては、自分達の資産とか日常生活レベルには、直接的には無縁、無関係である。

これから私が強調したい点に入る。
それでは、このような、さながら外国での生活様式を見せつけている彼等が、この地から姿を消し、いなくなればこの地に長年住み続ける一般市民達は、精神的経済的に、特に精神的にどんな負の影響を蒙るであろうか？という一点である。
きっと、狭い敷地の上に建つ小さな家家が見渡す限り広がるパノラマであるならば、如何に自分達の日常生活レベルの向上には少しの足しにはならないとはいうものの、きっと、自分達の己の精神的脆弱さを、招来して行くであろうことだけは確かである。心に余裕を喪失して行くことは確かである。

写真で見る豪華絢爛とした著名人の家屋敷とは全く違う臨場感を、この肉眼で見る視覚は醸し出してくれる。若者には夢、希望を醸し出してくれるばかりか、大人にも郷土愛とか勇気を醸し出してくれる。




戦後の土着民は、老若男女を問わず、何か実体のある一本筋の通った理念を求め続けている

話は戻るが、ましてや戦前の地主は、今時の他地からの落下傘部隊の開業医の一群とは違って、当地で何世代にもわたる長きに亘り、住み続けた関係上、当時の住民達にとっては、自分達自らばかりか、自分達の遠い親達も当地主達の家族とか家屋敷とは深いつながりを持ち続けた間柄だ。
お互いに、尊敬とか愛着を抱き会っていた。
結論付けると、部落、地区、村毎にいた地主の突如とした逸失は、脈々とこの地に住み続けている土着の現市民達には、今尚心に大きな空洞になっている。実体のある明確な精神的支柱となる、始めから終りまで一本筋の通ったある一つの明確な理念、思想を求め続けていることだけは、確かである。

人間の細胞活動は、物理的に１５～１８歳がピークである。

全の人類の努力の成果は、最大多数の最大幸福に結び付く結実を遂げてこそ意味をなす。日々絶え間無く営まれている、人々のこんな日常的活動、労働は、果たして、こんな結実を多くの人々が納得出来るまでの域に招来させているだろうか？
人間の生命に限りがあるのに付随して、知的身体的機能は総じて２０歳頃から下降線を辿り始める。良き例が経験、技よりも体力、心理的活動機能そのものずばりが物を言う、競泳とか記憶力の分野では、それより早い１５～１８歳時がピークである。
しかし、同じスポーツや心の活動機能の作用からなる学問の分野でも、同じことを何度も繰り返すことで円熟さを増す、俗に言う技、経験、職人の匠とか優れた先人の功績からヒントを得るという応用力的能力といった観点からすると、野球の打者や卓球やノーベル賞受賞者に見るが如くに、ズッーと年齢は上がり、２５ー３０歳が適齢期になったり、もっとはるかに年齢を重ねた４０ー７０歳が適齢年齢になったりもする。

若いころは、食品、飲料として物を買う場合に於いて、甘い物、油っこい物でなければ、お金が勿体ないという気分になっていた私である。実際、その時分は甘い物、油っこい物が、食べても美味しかった。体が求めていたからだろう。タバコを買うにも、ニコチンやタールの含有量が少ない品種は、金が勿体なく、買う気分にどうしてもなれなかった。

しかし、この年齢になると、食べる量が少なくなってきて、むしろ腹さえ膨れれば、どんなものでも良い、さっぱりとした物でも良いとカロリーの低い物を欲するようになってきた。それよりも最たる事由は、ここ日本に於いては、この年になっても（本当に美味しい）という味覚を覚えさせる物を食べようとすれば、何万円という大金を使わなければならないからだ。



ロシアでは、食べ物が安価で実に美味しい物が多い。日本では、何万円も要される。
日本の食べ物が総じて不味いのは、戦後の６３制が惹起した、人の心の粗雑さ、神経の鈍感さに起因する。
９３制への改革は、待ったなしである。

私は、世界一の教育制度を誇るロシアのサンクトペテルブルグに滞在していた頃に、近くのスーパーマーケットで食材、食品を賄っていた。ここで早速結論を記そう！
ロシアでは、特にそこの主要都市では、食品は値段が安くて、美味しい物が実に多い。この年齢になってものことだ。
この原因は、ロシア人の神経が遥か日本人よりも繊細であること（味覚も含む）に、起因する他の何物でもない。
言うに及ばず、彼の国の優れた教育制度が醸し出す、飽くまでも徹底的に頑固なまでの繊細、精密、正確な豊かな心は、遠い宇宙の大気圏外で一日に何十回も地球の回りを回転し続ける惑星、人工衛星を作り出した。
有人飛行の衛星では、螺子一つの緩み、枠組みの中の一片の小さな機材の僅な金属疲労も絶対に許されないことは、素人でも分かる。
何十年にも長年にもわたる、永くしかも遠い飛行、旅を可能にするのが、目的の日本人の常識外の代物だかである。
従って、人間の味覚、即ち舌の感覚を心地よくする、快感をもようさせる様な種類の味はどんなものがよいのか？こんな研究は、彼等にとっては、＜朝飯前のたやすい御用＞だ。


私がよく通ったスーパーマーケットでは、グラム単位で小分けして売ってくれる、味付けした野菜品の数々、鶏を一匹単位で丸焼きして味付けを施した品、ビールのつまみや子供のおやつとして、魚一匹を乾燥させて味付けした品、何十何百と種類が多い、日本で言うケチャップの品々、等などが売られていた。どれをとっても手頃な値段であるばかりか、我々６０過ぎの高年齢者達にとっても、ただ黙々と時を忘れて食べさせ続けさせる、こんな美味しい物ばかりである。くどいようだが、再度明記しておく。どの食品も安価で美味しい。同時に、この歳になると、余程美味しい食べ物とか余程の美人でなければ、興味が持てないことも、併せて付記しておく。日本に於いてならば、何万円もの出費が要る。


この両国の食べ物間の違いは、両国間の教育制度の違いの他の物でもない。戦後の貧弱極まる６３制という我が国の教育制度は、子供、青年男女、そればかりか大人達の心の豊かさ、神経の繊細さ、延いては人間の舌の味覚にどんな味が人間が欲する真のルアー物となるのか？こんな詳細に及ぶ研究心からも、疎遠にしてしまった。
殆どの日本人を鈍感な粗雑な神経の持ち主へと堕落させてしまった。

神経に繊細さ、正確さを欠くセンスなき者が、如何に体力が先ずものをいうスポーツの分野と言えども、どうして高度な技を習得して、各種の競技で勝機を得ることが出来ようか？国際大会で勝機を得ることが出来るはずがない。先のアジア大会の成績や今中国の長春で行われている冬季アジア大会成績が、何よりの証拠で、最近の好例だ。人口が半数以下の韓国に、完敗し続けているのは、決してフルークでない。
公教育による９３制の確立は、待ったなしの緊迫性に迫られている。



思索「アミューズ、メディテイト」こそ、学問研究の基礎である

この項の結びとして、こんな住み良いロシアにおいても、旨くも不味くもない、味というものがない、ただ何となく満腹感を覚えさせてくれる、おかゆさんとかうどん、味噌汁が時々無性に食べたくなって来たことを、記して、話を戻したい。

この歳になると、新たに何かを覚えて何かの資格を取ってやろうという気力、記憶力は、最早喪失している。その代わりに、自分自身を含めて人々の経験、研究成果を集大成して、あるべき自分自身、この街、この地方、この国の方向性について、ゆったりと緑の木々に囲まれた環境の下で、ミューズ、メディテイトしたいという欲望に心底から掻きたてられる。
詰り、覚えることよりも、心行くまで思索に耽って見たくなり、この強い欲望を可能にしてくれる、喧騒感から一画離れて、健康的にも衛生的な緑の木々に囲まれた奥行きの深い物静かな環境、家屋敷が無性に欲しくなってくる。



我が家は、建立時と比べると、交通の至便性を獲得したが、他方、側道からの排気ガス、塵埃により、住宅としての機能を全く失った。側道に沿った一連の常緑樹の植林が、健康上にも安らぐ思索の環境作りにも、不可欠となった

我が家が建った約４０年前には、木々と野畑の野菜の緑に囲まれて、屋敷をフェンスで囲み犬を二匹「瞬発力のある犬と持続力のある犬」屋敷内に放っておけば、保安は問題なくて、従って静かに思索にするには、最適な環境下にあったが、いつの間にか、直面する側道に引っ切りなしに車が往来して、汚染空気を撒き散らし、住処としては不健康な環境へと完全に悪化してしまった。


夏期には、側道に面する壁からクーラーを取り付け涼を確保しなければ死んでしまう。その可動時間中、殆ど一日中、どうしても外部の汚れた空気を部屋内に取り入れざるを得ない事となる。如何に多くの排気ガス及び塵埃を含有した空気が、我が書斎の中に入り込み、充満しているかは、濡れたタオルで顔や鼻孔を拭いてみると、一目瞭然だ。タオルが、真っ黒けになってしまう。暫く時間を隔てて、何度之を繰り返しても、タオルは真っ黒けになってしまう。

須く、人間歳を重ねるにつれて、雑菌を戦いやっつける免疫力、即ち雑菌に対する抵抗力が弱まって行く。ご老人が、長年の既存症を治癒するために、入院されると、全く別の新たな病原菌に冒されて、亡くなる事例が後を断たない。所謂感染症に誘発された合併症による死亡である。言うまでもなく、ご老人が入院されている病院内は、殆の一般家庭内よりも衛生的で、以て雑菌は少ないのが通例である。その上、院内には今時何処の病院でも抗生物質剤は、常備されている。
それにも拘わらず、感染症に起因する死亡者が実に多数に上るのは、若い頃のご自分と異なり、雑菌に対する抵抗力が弱いからに他ならない。正に、赤ん坊と同様な免疫に弱い体力へとなるからである。多くのお年寄りの方々が、ある既存症を治癒するために、本来は入院されたのに、<肺炎>でお亡くなりになるのは、この最たる例である。


私がここで言わんとしようすることは、我が家は、大いに便利性は確保したが、側道を頻繁に往来する自動車が放つ排気ガスや塵埃で、空気が以前とは格段の差で汚染されて、人が住む器、住宅としての機能は、著しく下落したことである。
緑の木々は、無数の葉を以て、汚染された空気の浄化作用に偉大なる効用を果たすことは、多くの科学者によって科学的に実証済みで、今更私が説明するまでもない。その上、木々の葉は、人間に無用な炭酸ガスを吸収し、人間の健康になくてはならない、酸素を排出してくれる。

車が頻繁に行き交うメイン道路に面する住宅には、葉の数が多くて細かい常緑樹＜かいずかいぶき＞の植樹が、道路沿いの垣根代わりに、必要であると専門家に指摘されているのは、この為である。

この家が建った約４０年程前には、東方に中学校があって、勿論両間には家はなかった。風の強い日には、年中この学校の運動場から砂塵が舞い上がり、我が家屋敷に飛んで来たものであった。勿論、そんな日は、縁側が砂塵で色が変わったり、目に入り目が痛かったものだ。我が家等の２－３の家庭の永年にわたる悩みの種であった。
しかし、可也の時間が経由して、学校側が、西側フェンスに沿って一連の大きく黒々とした常緑樹を延々と植えた。今では専らこの一連の木々のお蔭で、運動場の砂塵が舞い上がり、隣接する民家に、降り下ろすという事態、公害は、全くなくなった。
知る人ぞ知る、生きた名教訓だ。

この人体に害を及ぼす公害に対する解決策は、側道側には、一連な「かいずかいぶき」の類の葉の総面積が広い常緑樹の植林が、不可欠だ。木の無数の葉は、外気の汚染された空気を浄化してくれる偉大な作用をしてくれるからだ。


そもそも、思索をより深く日々遂行し、研究をより深く推進して行く為のオプチマルな条件は、国公立大学の様な、広い敷地に多くの木々が生い茂った、物理的な環境が必須である。都心の私立大学に観るが如くに、高層ビルからなるコンパウンドという形状の校舎自体、決して物理的に好ましい環境とはいえない。まるで、百貨店か六本木ヒルズ一群の高層ビルと同じだ。
先ずここに集う人々、研究者、学生等に、心身に安らぎを与えなければ、本題のより深い思索の遂行による高度な研究は、困難になってくるものだ。

その点、国公立大学の殆どは、規模こそ大差はあるが、先進欧州諸国の大学の様に、比較的広い敷地、その中に生い茂る緑の濃い、多くの大木という物理的な形状を兼備しているのは、幸せと言うことが出来る。取り巻く日々の環境は、オプチマムと断言できる。




今回も言っておくが、私は概ね週に一回は市役所へ赴くので、（言葉を慎め）とか（良く考えてものを言え）といった言葉が聞こえて来そうだが、２００７年に入ったので、今まで通りに、ここに言い続けておく。
（もし私が市長になったら、市内の全校を間違いなく小中一貫校にします）と、
そしてもし文部大臣になったら、（全国の全校を小中一貫校にします）と言明する。

前記の人を小馬鹿にしている、見くびっている不逞の輩である市行政に携わる一部の関係筋である方々に再度言って置く。
（私が市長になったら、必ず全国に先駆けて先ず江南市内の全校を小中一貫校にします）

市役所のロビーでよくライブで、即ち現在進行中の議会の様子を、テレビで見かける。あの程度の質疑応答ならば、誰でも出来るの一言に尽きる。むしろ出来ないほうが可笑しい。

処で、姪の住むカナダのヴァンクーヴァーでは、不慮の事故で、車椅子生活を余儀なくされた身障者である方が長年にわたって市長に就かれている。彼は、四肢不自由の身「二肢ではない」で、２０１０年には冬季五輪がヴァンクーヴァーで開催されるので、大役が待ち受けているが、無難にこなされるであろうことに誰も疑いを抱かない。
彼の任務完とうを疑問視するのは、一度も栄光の歴史「勝ち組」を経験したことがない旧古知野町の保守派や大阪雀も舌を巻く程の無教養の癖に他人に号令をかける事だけに長けた, 市長、市議や外からの優秀な新風の導入を嫌い高い垣根で斜陽に向かう閉鎖社会に固辞する能力に欠ける市職員等の、極めて僅かの少数派でしかない。

先日、ある地方広報で、江南市長が、「当市の財政は予想以上に苦しく、鉛筆、ボールペン、ノートに於いても無駄遣いは許されない。」と語っていた。
最もな話だ。「ああでもない、こうでもない」という不毛のやり取り問い、質疑答弁が市議会で多すぎるからだ。不毛の会議が庁舎内で多すぎるからだ。
ポリシーなき公務員、市長は、税金喰い虫で、要らない。さっさとやめて欲しい　！

この県内屈指の後進地帯の江南市といえども、実に多くの知識人が市内に多く住んでおられることを、市長さん初め市議会議員の皆さんは、きっと十分にご存知であろう。
CNN及びBBCの皆さん　！　「戦後の負け組」の皆さん！健康に留意して、遅くとも着実に１歩１歩前進しましょう！

尚、この生涯の友、シャープのザウルスは、底知れぬ機能を宿している。それに、生身の人間ではなく、疲れを知らない機械である。まともに立ち向かっていては、名大や東大出の秀才でも到底太刀打ちできない。体を壊してしまう。
私は飽くまで、機械に使われるのではなく、機械を使う人間にならなければならない。
一日でも長生きして、この国の教育制度をあるべき姿へ代えなければならない。
今の調子のハイテンションを継続すれば、我が健康を害し兼ねない。害しそうである。もっともっと、ジムでの運動に時間を割かねばならない。こんな意味に於いて、引き続き日本語でブログを書き続けるが、この投稿頻度を、今までの週一から、次週からは２ー３週間に一度の間隔へペースをスロウダウン致したい。

我が人生の生き神様である、「戦後日本の負け組」の皆さん！我が最愛のＣＮＮ及び我が師とこよなく崇拝するＢＢＣの皆さん！お元気きですか？寒さが日増しに厳しくなって行く１、２月に備えて呉れ呉れも健康に留意してお互いに頑張りたいですね！

さて、日本がアジアの仲間と競い合った、アジア大会は終わり、目下年末年始の休暇に入った時宜ですので、今回は常日頃の英語ブログではなくて、気軽に日本語で作成することにしました。




愛知「三河藩」と東京「武蔵」は、切っても切れない親戚関係。
オリンピック候補地に立候補した一部の東京人の勇み足を憂う

まず最初に、ＪＯＣは、石原東京都政をバックにして早々と２０１６年オリンピック開催候補地へ名乗りを表明したが、国内事情が多くの面で整っていないことは、客観的に鑑みても明白である。この国内事情の脆弱を露呈したのが、先のアジア大会の我が国代表の不甲斐なさであった。念願のアジアの覇者への実現は今回もまた夢に終わった。勿論我が国の長年の目標は、１２億の民がいる中国を凌駕することでは決して、総人口が４５００万の韓国を凌駕することである。関係当事者の予想、期待を遥かに下回る成績であった。獲得した金メダル数が、総人口が半数以下の韓国が、５８であったのに対して、日本は５０に留まったお粗末さである。新安倍内閣が拉致事件で強く矛先を向け続けている、北朝鮮が、僅か総人口が２０００万人であるにも関わらずに、遥かに我々日本人の予想を越えた好成績を上げた点ばかりか、南北朝鮮が一体となれば、総メダル数が如実に物語るように、我が国を遥かに上回るであろうと言う全く称賛に値する好成績を上げた事実である。日本の比肩する範疇でない注目に値する快挙さであった点である。
スポーツの国際大会でのメデル数は、ずばり参加国の国力そのもである。学業とスポーツは完全に何時の時代も一体となっている。
オリンピックでメダル数が毎回トップクラス群に連ねるアメリカアやロシヤやドイツは、スポーツは秀でているが知力即ち学力は劣等であると言うのか？


同じ立場の枢軸国であるが、他の二国であるドイツ、イタリヤは半世紀以上前に既にとっくの昔に国内がまとまっているが、ただ一国我が国だけが未だバラバラである。国内情勢がまとまらない状態では、たとえスポーツの大会であるにせよ、どうして対国際的舞台、対国競争事項に勝つことができようか？小学生でもわかる。
我々の最近の祖先は、我々の遠い祖先の中国にある諺に因んで、我々の住む時代を（平成）と熟慮の上名付けた。この意とするものは、（内平等になりて、外に功を成すこと得る）である。終戦直後にＧＨＱが暫定的に定めた教育制度を紋切り型に未だに踏襲し続けている我が国内実情で、どうしてアジアの他諸国から信頼されモデル国として、それら諸国を牽引する名誉ある国際的な地位を得ることが出来ようか。出来る筈がない。
それなのに、現石原都行政は、国内に早急に対処すべき多くの矛盾多き問題を抱えながら、２０１６年のオリンピック開催国に名乗りを上げたのは勇み足そのものであり、多くの庶民が平穏無事に老後の生活を全うしたくとも耐乏生活を余儀なくさせられている実体を拱手傍観する不遜な思考回路の所産の何物でもない。

処で愛知と東京は、親戚である。いや愛知が親で、東京は子供の極めて近親な関係である。そもそも家康が、幕府を東京に置いた時には、武蔵、下総、相模「現在の東京、埼玉、千葉」等の一円は、何の文化の香りもない未開の地、湿地帯や雑木林で覆われた原野の姿であった。当時は、現愛知や大阪、京都の方が、はるかに歴史香る開かれた地方であった。詰り、江戸、東京は、家康の三河藩によって人工的に造られた街、都である。今でも古典芸能分野では、関西を上方と呼び、関東を下方と呼んでいるのは、この名残である。丁度、親に当たる英国よりも子のオーストラリア、ニュージーランド、カナダの方が大きくなってしまったとオーバーラップする。何時何時までも、親に当たる愛知県人が事のほか、三河人が造った江戸、東京に、我が子のように心配し、思いを寄せるのは、当然なる歴史が織り成す成り行きである。

現石原都政は、小学生でも分かる基本を見逃しているという他いいようがない。




狭い国土に１億２千万人が住みながら、労働力不足とは、何処かが狂っているとしか思えない。
老後の年金額の削除は、庶民の死活問題である

さて、話題を変えるが、各新聞紙上で財務省資料に基づき、掲載した記事によると、国が負う借金総額は８３兆円にのぼり、赤ん坊をも勘定に入れた国民総数から計算すると、何と国民一人当たりが負う借金は、６５０万円であるという。
しかしながら、我々「戦後の負け組」に属する、正直な圧倒的多数の国民にとっては、一人当たりの借金が６５０万円と聞いても、然程困惑感を覚えない。
しかしながら、社会保険庁管轄の引退後の年金受給金が一昨年に大幅に削られて、ただでさえ少ない年金がすくなりなった不当な仕打ちには、身に迫った、危機感、恐怖を覚えるのは、決して私一人ではない筈である。
理由は、厚生労働省の統計資料によると、日本は老人社会になって来て、一人の年金受給者を支えるのに４人の若者が必要だからという。労働力が不足しているからだと言う。多くの国家資格を有しながら、国家社会の為にと、少しでも人が嫌がる３Ｋと言われる職務に進んで携わってきた我等引退者達にとって、余りにも失礼千万な言い草ではないのか？
こんな国に身を捧げることに、つくづくと不信感が自然と湧き出てくる。
この狭い国土に何と１億２千万人の人が住みながら、労働力不足という自体そのものが、ふざけた理不尽な話であって、この物理的な社会現象下にあるのだから、国策が誤っている他の何物でもない。




高等教育機関での学問継続だけが人生ではない
公立高校と私立大学の数が多すぎる
ここは、知識欲、研究心に飢えた者の集団でなければならない

ここで、私が後からこの理由を詳説するので、取り急ぎ理由を結論づけよう。
戦後６年制中高一貫校という私学の台頭に反応して、公立高校と私立大学が雨上がりの竹の子の様に驚異的数字で新設されて、結果、勉学など全く精励する気のない若者が多く就学すると言う憂き目を惹起して、「天文学的数字の若者が生み出すべき労働力を失った」からに他ならない。この一連の本題は、我が国が戦後６０年も経過しているのに、未だ懸案事項になっている日本国特有の社会問題と断言できる。先進諸国には一国たりとも見受けられらに社会問題である。

約束通りに、理由を詳説する。
現愛知三河勢によって未開、不毛の地であり続けた際立った歴史を持たない江戸に、極めて人工的に建造された「徳川幕府」は、平穏無事に２６０年の時を刻んだ。しかし、身分制度を生み出す等多くの封建的負の財産も内包していた。そこで、薩摩、土佐、長州、肥前勢が特に長州、土佐、薩摩がこの武家政治を打破して、政治の実権を幕府から奪い、「王政復古」朝廷に移した。
この点で、所謂「藩閥政治」は、日本社会に弊習打破し、世界へ目を向けるという近代化という輝かしい大きな功績を残した。
しかし反面この「藩閥政治」は、首相初め多くの主要な閣僚を独占し続けて、「富国強兵」「産めよ増やせよ」の国策を柱にして、我が国を世界の舞台で一途に名誉ある地位を獲得出来る様に方向付けようと奔走した余り、他面身の程知らずの野望で、１８７１年の琉球占領に始まって１９４５年の敗戦に至る間、その間約７５年間にわたり、多くの人命を犠牲にして領土拡大に奔走したが故に、結末は、世界最初の原爆投下であった。

この一連の野望は、１９４５年の敗戦で打ちひしがれた。藩閥政治と帝国陸軍の打算なき呉策は責任重大であった。とんでもないことをやってくれたものだ。

私は現役時代に、クレーンの仕事で、高知の桂浜、山口の徳山、愛媛の宇和島等に滞在したことがある、旅烏であったので、地方の後進性は肌身で体験してきている。
自分には何の取り得、専門的な知識、教養もないのに、「ああでもない、こうでもない」と従業員にケチをつけて、号令をかけることだけには長けている、富裕県と知られる大阪の指導者層でさえそうである。ましてや、貧者番付トップクラスの土佐、鹿児島、山口、佐賀等の藩閥出の政治家については、多くを語るまでもない。


しかし、我が国を太平の眠りから呼び起こし、広い世界に目を向けさせた功績も残した。とかく歴史は、右往左往、上下に波打ちながら時を刻んでいくものだ。長期的に観て、上昇線を描く様に、日本民族がお互いに欠点を補い、協力し合って未来のよりよい幸福に向かって尽力するのが我々後進に課せられた宿題ではないのか？

ＧＨＱは、臨時政府を我が国に置いて、他の枢軸国側のイタリヤ、ドイツとは異なって、我が国だけに対して世界に冠たる６５３制から６３３制へと教育制度を代えた。之は飽くまで、敗戦の混乱から日本が立ち上がるための一時的な手助けえで、臨時政府であった。
「馬を水際に連れて行くことは出来るが、水を呑ます事は出来ない」という有名な古の中国の諺がある。
６５３制を破壊された窮地から、一部の日本人は、私塾の発想から全く公教育から離れて、受験に強い中高一貫校という制度で以って、日本全国各地でこの型で私立学校を次々と経営し始めた。之が今日の中高一貫校のはしり、足跡である。この点で、戦後の私学教育が中等教育で果たした役割は、それなりの功績があったと言える。

しかし、勿論大学受験を突破するためだけに、私人が経営を始めたのが事の始まりであったので、この種の学校を卒業した者は、今日まで例外なく難解な試験を突破して国公立大学へ入学を果たし続けている。
そこで、国民の税金で経営される公教育機関である公立の中学校の生徒、父兄、都道府県及び市町村の教育委員会等の関係者一同は、戦前は狂信的な偏狭な宗教家や地場産業を育てるためにのみ人材を募った市町村の名士や慈善者が創設した学校が、横は入りして自分達が目指す国公立大学へ卒業生を大量に送り込み続けるのに危機感を覚えて、即ち「種の保存」「自己防衛」の本能から、数で勝負しようとして、無制限に多くの公立高校を創設し始めた。問題の公立高校の粗製濫造の過程である。

しかし、一方この貧弱極まる３３制という制度下の「公立高校」を卒業しても、収容してくれる場はなくて、関係者一同は彼等の新たな行き場、受け皿を求めるしか方策はなかった。結果、私立大学が時代の要請によって今日に見るが如くに、世界に類のない極端さで粗製濫造され始め、多すぎる状態で存在するに至った次第であった。

この先進諸国に一例もない「いたちごっこ」、負の財産のみがもたらす果てしなく続く「堂々巡り」は、一刻も早く現場で学ぶ学童、生徒の立場に立って断ち切らなければならない。事の始まりは、国公立大学へ卒業者を送り込むためのみに、戦後素早く６年制をとった私学校の台頭である。



義務教育機関は、そこに学ぶ者にとって強制的である。
しかし、高等教育機関である高校、大学は、知識欲や研究心に飢えた者を受け入れる為の機関である。古今東西を問わない大原則である。
やる気のない者は去るべきが本旨である。いやいやのままで勉学、研究に携わっていても、本人自身も苦痛だし可哀想で、それに国家社会の為にも資さない。何も勉学が嫌いなのは、恥でない。どんなに、労働に勤しんだ方が本人自身には幸せとなろうか。

戦後の我が国を除いて、地球上の世界の先進諸国の何処に、高校は完全に義務教育化され、いや大学までも義務教育化されている国があろうか？あったら教えて欲しい。



これらの若者達が、稼動し始めれば、我が国の労働力が不足する事態は見事に間違いなく解消されること明白である。何せ狭い国土に、何と１億２千万の人々が住む日本国で、労働力不足問題が生じること自体どう考えてもおかしい。物理的に世界の七不思議に入る。

詰まり戦後の公的な教育制度は、文部科学省だけでは決してなく、財務省、厚生労働省、社会保険庁を包括して、広範囲にわたる日本民族に悩みの種となり続けている。

再度強調して記して置くが、高校、大学は、学習とか研究意欲に満ちた者の集団、難度な試験を公明正大に突破してきた、選ばれし者の集団であるべきは、古今東西を問わない人類の常識そのものである。
その際、選考方法は、再度記すが、公明正大が当事者全員いや当国民全員の永遠の規範である。
詰まり、いち早く社会人となる方々が自分の立場、就労に十二分に納得出来る様な選考方法が、同邦人として必要不可避となってくる。




高等教育機関への進学に於ける選考方法には、規範的公明正大さを、先ず現場の最前線にいる、児童、生徒に植え付けよう！
飽くまで若くして勤労に勤しむ青年が、気持ちよく働けうる様に、納得の行く選考方法を実現できる様な教育制度を確立しなければならない

分かりやすい実例を挙げよう！

さて、戦後の教育制度である６３３制の打破こそが、これらの労働力不足をも解決する最も効果的な方法であるが、次に採るべき制度は、何が最適を探求していきたい。
その前に、若くして就労し国民総生産に貢献しようとする、ブルーカラーの若年労働者が、気持ちよく何の疑惑もなく、心底から職務に精励していただく為には、教育関係者はいかなる方策を採るべきか、この規範について言及したい。

ここに具体的に読者にもっと分かり易く実例をあげよう。ロシアでは、日本で言う小学校、中学校、高校が同じ敷地に建造されていて、管轄地域内の全子供、青少年は男女を問わずに１１年間にわたって、各管轄地で同じ学校に通う制度を採用している。私が住んでいたサンクトペテルブルグでも日本に最近のウラジオストックでも言うまでもなく勿論そうである。従って、１１年間の長期間、就学を同じ仲間と共有する訳であるから、如何に一学年に在籍する学童、青少年男女の数が多くともお互いに、得意学科、不得意学科、特徴が熟知出来るようになる。ロシアの義務教育年限は一応８－９年となっている。
初等学校は、６歳か７歳から１０歳までの３から４年間、日本の中学校に当たる初期中等教育学校は１０歳から１５歳までの５年間である。それでも遥かに日本の小学校年限である６年よりも永いからである。
日本の高校に当たる後期中等教育は、１５歳から１７歳までの２年間と定められている。一番注目すべきことは、学校現場の就学者ばかりか、子供達から自然と聞く日常会話から、彼等の父兄達も又我が子供と同学年の全子供達について、これら学業成績の程度を概ね把握するに至るのである。結果、全く学業成績が不振であったお友達が上級学校へ進学を果たす様な事態は、起りようがない訳である。万が一そんな不測の事態が起れば、父兄達の間よりも先にまず現場の最前線にいる子供達の間でたちまち話題騒然となる。疑問視されるに至るのである。

尚、後期中等教育学校から、高等教育学校へ入学を果たす者は、全体の２５パーセントにすぎない。
縁故や裏口や入試無しでの入学者は、皆無で一人もいない。
詰まり、上級学校への進学を果たすことが出来ずに止む無く社会に出て就業した（負け組）も、十分永い年月を与えられてお友達と学業、スポーツで競い合った所産なので、自分達の立場、結果に不満を抱かずに納得しているのである。これがここで私が一番強調したいエッセンス、規範的な公明正大なる選考形態、規範的な教育制度である。




たった３年間だけ学業、スポーツを共有するだけでは、同じ学年に在籍する全お友達の特徴、学業成績をどうして把握できようか？

私は日本人であり、この文章を容易に理解出来る方も大方は日本人であろう。ロシア、ドイツ、イギリス等他国のことは心配しなくてもいい。問題は、大きく遅れた日本に目を向けることだ。敗戦を機に公教育に於いて、世界に冠たる６５３制から戦後６３３制の教育制度を、採るに及んだ。日本全国津々浦々で、中学校はたった３年間だけ学んで、その後一応入学試験はあるが、全く別の敷地にある高校へ進学し、そこではお友達も違ってくるし、たった３年間だけ学んで、各自が将来の選択へと進む訳である。ある者は大学の入試に臨む訳である。一番の問題点は、たった３年間だけ学業、スポーツを共にするだけでは、同じ学年に在籍する全お友達の前記の得意学科、不得意学科、特徴詰まり、学業成績の概要を、どうして把握出来ようか？余程の社交性豊かな外向性の生徒でしかも記憶力抜群の秀才でなければ、無理である。この盲点を潜り、ある生徒は親の七光りを利して、非公明正大（アンフエア）に、上級学校への入学を果たすという憂慮すべき事態が多々発生して止まないのである。


要約すると、高校へ乃至大学へ進学出来ずに、止む無く社会人となり就業した羽目となった、所謂（負け組）に属する若者は、現在置かれた自身の立場、運命に当然のことであるが、不満とか疑惑を抱くに至るのである。これこそが私が強調して止まない、あるまじき同邦人間の不信感の発生を誘発する土壌であり、規範的概念を大きく逸脱した非公明正大な選考方法を容易に誘発して、多くの面で国家の国際競争力の脆弱化を来たし、一つには延いては問題の深刻極まる国家総労働力不足進行へ直結する。


冒頭に、以上の私の主張の意とする処は、決して早期稼働、国家の労働力進捗について、ネガチィブなマイナス思考に存するのではなく、学校教育と同等にこれら早期稼働、国家の労働力進捗に敬意を払い、推進しなければならないという、ポジチィブ思考に存することを言明しておきたい。
実際私自身も大学を出て一時期ホワイトカラーの事務職に就労していたが、圧倒的大半の現役時代を、ブルーカラーの職種に従事してきた仲間なので、若者の稼働とかブルーカラーに就く若者へは、一方ならず敬意を払っており、又世間は払うべきだと確信して止まない。若き日には農場でトラクターに乗務していた、ノーベル賞受賞者のゴルバチョフ氏を大尊敬する事由も一つにはここにある。
それに加えて、私と血のつながりがある祖父の兄に当たる方は、宮田小学校から青雲の志しを抱いて、当時の秀英が集った愛知一中（戦後の東海学園に相当する）へ入学されたが、学校教育どころか（学問は実生活に役立たない）という持論の持ち主で、中退されて、商社勤務を経て事業を起こされた逸話を有している関係者でもあるので、ブルーカラーに就く若者への関心は、一般世間人よりも遥かに温い。
要するに、中学乃至高校を出て就労に就く方々が、十分に納得済みで気持ち良く勤労に勤しんでいただける様な、社会構造の構築、即ち入学選考に際して公明正大さの徹底、この実現の為に、国民の体質に合い世界に通用する教育制度への改革断行を可及的速やかになすべきを、長年にわたり声を大にして訴え続けている次第である。




来るべき教育制度は９３制に限る。議論の余地は全くない。
之への挑戦は、財政面に余裕のない自治体、市町村でも可能な、低コストですむ手法に限る

ここで一歩前進しよう！あるべき教育制度は、どんなものが良いのか？９３制、６６制、１２制と色々考えられる。この際留意すべき最優先事項は、日本国民の体質に合うことだ。どんなに優れた制度でも、国民の器、能力を越えた物ならば、直ぐに壊れる。飽くまで大部分の国民が消化可能な制度に留めるべきだ。加えて、６３３制からの移行に際して、財政面で余裕のない自治体、市町村でも採用、導入可能な、簡単で低コストで済む制度とか手法でなければならない。


一、
義務教育年限９年間の徹底なる順守姿勢と同時に将来的に８年制へ挑戦の可能性
先にも述べたように、義務教育年限を高校皆入学で実質１２年間としている戦後の我が国こそ世界の異端児、例外であってロシアでも欧州諸国でも必ず８乃至９年限が順守されている。この点を先ず第一に改革断行に当たり尊重し考慮すべきである。

又、我が国と同盟条約を締結しているアメリカには、一つに８４制という制度が採用され長年施行され続けている。一貫性がないバラバラのままで６３制の現状形態で義務教育を便々と９年間行っているよりも、同じ校門を登校、下校の際に全生徒達は共通して、それに運動場を共有し、校舎を同一敷地に設置する、所謂世界に通用する本来の意味に於ける一貫制度を義務教育年限に適応すれば、９年間かけて生徒諸君に施している知識、技能、スポーツ成果を８年間で習得させることは、十分に可能である。さすれば、何時の日か我が国最大の親交国であるアメリカと全く同一の、念願の８４制を採用出来る可能性を残し、あるべき方向性を温存することが可能となる。

６６制となれば、後期中等教育学校即ち日本で言う高校進学に際しての入試が果たして公教育機関であるとは言え、教師と生徒間で恩情心が沸いて、規範的な（公明正大な選考）が完全に日本全国津々浦々で行うことが出来るか否か甚だ疑問となる。
四、
以上三項を勘案すると、私が数年来主張して止まない９３制が我が国民には最適であることは、自明の理であり、とっくの昔に議論の余地は全くない。この点にまつわる議論は、改革の国民的着行、速度を遅延させる何物でもなく、専ら時間の浪費、無駄となり、現場で日々学ぶ学童、生徒達の大敵である。


我が国民の体質に合わない６６及び１２制は、私学の開成さん、灘さん、東海さん、滝さん等に任せれば良い。実際、戦前の日本の中等教育は世界に冠たるものであったが、帝国大学への直前の５３制が不適合だとして、学習院、武蔵、成城等の私学は、８年制を採っていた。この私学特有の制度を活用して、東京帝国大学法学部を経て、首相になられた方もいた。この様な私学への進学に対しては、生徒各自の個人の自由選択に委ねれば良い。私が断言するのは、公的制度として、日本国が６６制とか１２制を採用すれば、世界から問題にされないだけだという事態の招来である。





通学にまつわる管轄地域内の線引き作業が、関係当事者の最重要課題となってくる。腕の見せ所である

では、一番緊急にして最重要課題である９３制を、いかにしたら可及的速やかに、この日本という国土に植え付けることができるか？方法論に言及する。


校舎一体型の９年制「全生徒が同じ校門を登校下校に際して共有し、運動場を共有し、校舎が同じ敷地内に存する」、小中一貫校は、財政豊かな都市部、限られた市町村だけの特権であってはならない。
財政難に苦しむ多くの市町村も現行の６３制から、低コストでしかも簡易に改革できてこそ、私が４０年来唱えている９年制は、国民的に定着し、愛され、国家的制度として開花する。
「戦後の負け組み」には「勝ち組」へ復活できるチャンスが与えられる。「戦前の負け組み」は再び「負け組み」になる可能性が出てくる。
従って、従前の学校の敷地、校舎を利用してこそ、結実し開花する。問題は、通学にまつわる管轄区域についての、綿密で正確な線引きが、大きな関係者の課題となってくる。
別に新校舎を建造したり、他の場所を学校の敷地にするような、改革は私の意とするものでは決してない。誰にでも出来る。真の教育改革ではない。必ず、遅かれ早かれ、頓挫する羽目に落ちるいるからである。




江南市が何の特徴も無い、物心両面で後進地域、財政難へと陥っているのは、自業自得である。
何故３０年前に、私を市議に迎え入れなかったのか？
これからでも決して遅くはない。市民各自は、一江南市民であると同時に一世界市民であるという自覚を常に持つことが、長年の難題を打破してくれる

かれこれ３０年以上の昔となるが、私は、公立高校経由の戦後の負け組を救う救世軍として、（教育制度改革）を政治使命に表明して江南市会議員に立候補した。これを謳って文書を宮後地区の住民の各家に配った。今でも離れの小屋に、これを謳った表明文書は数部残っている。持ち金３００万円と父から１５０万円援助してもらったが、結果は落選であった。今のお金で換算すれば、優に６００万円はつぎ込んだ。
もし、当時あの市議選で私が当選していたならば、間違いなく１００パーセントの確率で、市内の全学校はとっくの昔に、小中一貫の９年制学校になっていた。そればかりか殆間違いなく愛知県内の学校は９年制を成し遂げていた。
全国きっての富裕県の愛知だが、最北にあるここ江南市と長野県境にある山村だけは、貧困財政に長年苦しみ続けているが、私が一市議員になっていたならば、江南市内の前期中等教育学校（中学校）の卒業生は、どの公立高校へ進学しても、抜群の成績を上げる実績を残し、以て日本的に卓越した人材を各方面に送り込み、一つに優良企業の誘致等軽く功を奏して、よって市の財政は現在よりも遥かに豊かになっていたであろう。昨今の物心両面の貧弱さは、誤った思考回路を抱き人選を誤った当時の市民が惹起したもので、後進の現市民は甘受すべき至当な報い、因果応報である。


ここで全江南市民に申し上げたい。各々各位は、江南市民の一人であるという認識と同時に世界市民の一人であると自覚する事が必須である。
世界各国の人々と交流なくしては、個人も地方公共団体も物心両面で未来、発展はない。身近な物を見ても全てそうだ。電灯、ラジオ、テレビ、電話、地震に強い鉄筋コンクリートの家、外に出ても自転車、自動車、駅の階段の鉄製のてすり、電車等など、、、、、これらは決して邦人が考え出した物でない。日本屈指の富裕県愛知の台所を支える収入源は、外国船が出入りする、良港の名古屋港等の港である。


特に我が家が立つ宮後地区を内包する古知野町は、長い近代史の中で繁栄を極め（勝ち組）になった形跡は一度も有さないというはかない歴史しか持っていない。そこに住む村人は、水飲み百姓でこの広い尾張地区でも物心両面で最下層に属していた。野蛮で下品さが目立っていた。
現江南市内でかつて栄え富んでいたのは、木曾川流域の宮田村であった。水車屋が数十件あり、一宮、祖父江、西春等の文字通り広範囲な尾張全域から多くの人々は、精米、搾油を受けるために宮田村を訪れていたばかりか、村民は滔々と流れる水量豊かな木曾川に船を浮かべ、河口の桑名地方の住民と交流を密にして、大根、人参、米等の農産物を移送する代りに、帰り船で、魚介類を豊富に仕入れて全盛期を享受していた。宮田村には、商人や訪問者を受け入れるための、旅館や遊郭や女郎屋もあった。ちなみに私の本家はつい最近の戦前まで、４０町歩の田畑山林を有する地主であった。宮後をも包含した意味に於ける、古知野村の地主とは、この数字が示す様に、同じ地主でも比肩の範疇でない広大な土地を有していたことからも、容易に当時の勢力地域の詳細が分かる。
宮田村の他で強いて、古知野、飛高等が属していた旧丹羽郡で唯一栄えていた街を挙げれば、現布袋町であった。郡役所や銀行はこの布袋にあり、古知野には銀行は全く存しなかった。


要するに、私が立候補した地区の住民は、野暮、無教養、下品な一連の祖先を持ち、古くから日本的な先進地と知られる名古屋、三河の海岸沿い村から、遠く取残された桑畑一面の偏村でしかなかった。この地区の住民は、蜂須賀小六の誕生の地であるとか、戦国時代に武将達が駆け巡った武功夜話のふるさとである等と言ってウエットに遠い昔を物語るが、これとて確かな証拠が存しないばかりか、何と４５０年程の大昔の逸話にすぎない。ないよりは益しだが、現代の江南市民の生活向上と何の関係があろうか？殆どない。




改革を成し遂げるには、支流である曲学阿世の徒に気をとられることなく、世界に多くのお友達がいる教育制度に向かって尽力しようとする本流に目を向けることである

ところで話題を変えるが、どんな良い革命、改革にも必ず潮流、本流に抗するひねくれ者、曲者といった異端者が現れるのがこの世の常である。従って、当改革に従事する者は、これら異端者を押さえることよりも、自分達の勢力を益々浸透、拡大することに精励すべきだ。庭に雑草を蔓延させない為には、芝生や庭木を植えて茂らせることだ。


１、
今になっても尚、一部の公共団体は、この国に浸透しにくい中高一貫校を新設している。何を考えていることだろうか？
２、
東大合格者数で全国に名を馳せる岡崎高、一宮高等で以て日本一の公立王国愛知ではあるが、一番我々が教育改革に口出しして欲しくない輩「戦後の勝ち組：私立高校経由者」の一人である石田元犬山市長が、知事選で（少人数学級）を唱え、同窓生の誼みで現知事もこれを若干県政の公約に採り入れている。私は石田氏は地元の公立高出だと思い込んでいたが、あちらの高校出であることを知って、本当にたまげた。（大泥棒ほど罪の自覚が薄い）という諺がピッタリだ。
ドロボウを審理するに、判事に元ドロボウで、ドロボウ業で財産と名誉をかちとった者が、就任したならば、公正なる審議が期待できないことぐらいは、小学生でも十分に分かる。

又、隣県の岐阜は、地勢学的に日本の中心地であることからも伝統的に、知事さん、市長さんは愛知県の知事さん、名古屋市長さんとは趣を異にして、どなたも公立高経由でご立派な大学をご卒業された方方で、我々庶民と桁違いの収入を得られるだけの価値は十分にあると本当に思わせる卓越した人物であるという思いが私はする。
しかし、この岐阜市に京都に本部がある某私立機関が、はるばる京都から、柔らかい京都弁で当市職員に、市内に、（付属の中高一貫校）を造らないかと頻繁に勧誘に出向いているという。物腰は柔らかいが、一部の京都人の非見識極まる厚かましさ、無礼さを垣間見ることができる。



要するに、これらの小さな支流の曲学阿世の徒に注意を取られるのではなくて、世界に通用し多くの仲間がいて、国民の体質に合う制度をこの国土に定着させるという本流に専念することが肝要である。


実際に、石田氏は県会議員、市長を昨年まで連続して歴任されてきた人物なので、収入において、私のそれとは比肩ではない程の多額である。万が一、これをもって現役を退かれても年金額は大違いである。それにもかかわらず、氏の（少人数学級）を教育改革と位置付け定義し、之に追従し実施する公共団体は、全国多しと言えども皆無に近い。
それに比べ、びた一文も公金を戴いていない私の（校舎一体型の小中一貫校）は、後進の若いエネルギーの賛同で、全国津々浦々で次々と実現されつつある。結実し色とりどりの美しい花が開花しつつある。両者の影響力は、比肩の類いではない。
この現実を、氏は何と理解し、弁明することだろうか？
その差は、我が国民の真理を見抜く心豊かな底力による所大である。



私が江南市長になったら、必ず市内の全小中学校を９年制の学校にします。
もし、文部大臣になったら、必ず全国の小中学校を９年制の学校にします。
之が私の２００７年の年頭の辞だ。

今日は正月３日、水曜日であるが、明日は市のジムへ行ってみようと思う。未だ未だ延々とこの文書は続くが、今回の結びに入りたい。先は永い。焦らなくとも良い。


姪の住むカナダのヴァンクーヴァーでは、不慮の事故で、車椅子生活を余儀なくされた身障者である方が長年にわたって市長に就かれている。彼は、四肢不自由の身「二肢ではない」で、２０１０年には冬季五輪がヴァンクーヴァーで開催されるので、大役が待ち受けているが、無難にこなされるであろうことに誰も疑いを抱かない。
彼の任務完とうを疑問視するのは、一度も栄光の歴史「勝ち組」を経験したことがない旧古知野町の保守派や大阪雀も舌を巻く程の無教養の癖に他人に号令をかける事だけに長けた市議や外からの優秀な新風の導入を嫌い高い垣根で斜陽に向かう閉鎖社会に固辞する市職員等の、極めて僅かの少数派でしかない。

私は概ね週に一回は市役所へ赴くので、（言葉を慎め）とか（良く考えてものを言え）といった言葉が聞こえて来そうだが、２００７年の年頭に当たり、ここに言って置く。
（もし私が市長になったら、市内の全校を間違いなく小中一貫校にします）と、そしてもし文部大臣になったら、（全国の全校を小中一貫校にします）と言明する。

前記の人を小馬鹿にしている、見くびっている不逞の輩である市行政に携わる一部の関係筋である方々に再度言って置く。

（私が市長になったら、必ず全国に先駆けて先ず江南市内の全校を小中一貫校にします）

市役所のロビーでよくライブ、即ち現在進行中の議会の様子を、テレビで見かける。あの程度の質疑応答ならば、誰でも出来るの一言に尽きる。むしろ出来ないほうが可笑しい。この県内屈指の後進地帯の江南市といえども、実に多くの知識人が市内に多く住んでおられることを、市長さん初め市議会議員の皆さんは、きっと十分にご存知であろう。

First of all we must always keep in mind to take into consideration that the forthcoming system aimed at carrying out revolution must remain within realm of our digestion power of our fellows' abilities, definitely not beyond the digestion power of Japanese people.
For example, in England its public system is familiar to 66 system of present private schools in our country.
However we can tangibly recognize that English people have been easily cleaning up very very difficult next problems to the fullest extent that that its people continue holding for centuries all national universities run by taxes and single a common scholastic ability test annually taken throughout country wide immediately after all students graduate from the secondary schools, that is to say, just right before when all of them try to apply for universities.
You all know, including most of Japanese people that these two problems never obviously work in our country at all costs.
In other words, the developed degree to democratization as for equality and fairness soaked in people themselves seems to be obviously different each other with a clearly large gap between England and Japan.
As a result, any ideal blueprints beyond abilities and capacities of the concerned countries or individuals are meaningless and are always doomed to end in vain.

" The victory group after war " so to speak, all private high schools after war such as Kaisei, Nada, Toukai, Taki and lots more have brought about the bad social phenomena to all facets in present Japan worse and worse that the high schools run by both public fund and private one, in particular ones of public management have been increasing one after another at very rapid pace like sprouted mushrooms after rainy days to a large number of astronomical figures as well as the universities particularly of private management have done so to an astonishing degree in a large number of figures.
However in the meanwhile such socially deplorable new born phenomena after war which are to be absolutely defined as " fallout " or " aftermath "have originally stemmed from a very good common sense - an ideal idea -, - legitimate selfdefence of a good natured man by instinct - in our Japanese people ；the reasonable selfdefence of good men which beckoned, urged and summoned up courage an overwhelming majority of honest our people to catch up with, never to be lagged behind and finally never to surrender to a small number of cunning Japanese people who continued to have school personal histories via private high schools with 6 consistent system in their lives.

Now three high school pupils are sitting at table just right in front of me, drinking and eating. They are pupils belonging to " Taki Academy " one of private schools, being ranked as " the victory group after war ". Needless to say the details more, this school named " Taki " had ever been belonging to the lowest, poorest and most meaningless rank of all junior high schools across country all the while before war in Japanese long history exactly as well as Kaisei in Tokyo, Nada in Kobe and lots more of any other private high schools now prevailing over all Japan's lands.

However an overwhelming majority of honest Japanese people is likely to resolve these troublesome happenings out of world common sense without fail sooner or later without fai on the ground that at the first place authentic leading echelons have absolutely abandoned a group of old conservatism sticking to 66 system to be unable to take root in our country any longer, at the second place they have already taken actions aimed at implanting 9 consistent schools to fairly large number in many places across our country.
You know that national depending policy merely on 66 system sustained by private fund had caused these two deplorable social phenomena at the same time a fitted system to the core of Japanese people - 93 system - will surely lead our country to decrease the number of present public high schools and private universities step by step in slow but steady way because 9 consistent system among elementary schools and junior high schools is about to be supported by public or national fund - an overwhelming majority of Japanese people -, definitely not by private fund - a small part of selfish Japanese people -.
This 93 system fitted to capacities and abilities of Japanese people for ourselves - the general constitution of Japanese people - is likely to lead Japan to normal education field in wide world from the view point of world common sense in realm of educational school sites.

It is natural fallout that Japan gets to face serious problem - to get to be short of more serious allround national labour forces as time passes longer -

The current Japanese high schools and universities hold too many students for them to rightly function and manage all students in them. It is natural consequence that some students in upper educational facilities bring about serial crimes like violence, suicide, bullying, rape and lots more wickedness in present Japan after war, being different from conditions of long lasted pre-war Japan and most of present other advanced countries merely because most of students there are reluctant to learn and research study.
It is natural fallout that Japan continues falling into abyss deeper and deeper ; to get to be more serious short of allround national labor forces as time passes longer.


Of course this week too I went and met offials in the Board of Education in Kohnan city hall, Mr. Ohigata, Mr. Mizutani, Mr. Buma and Mr. Iwata in secretary section in Mayor room.

Next week I'll try to go to Kohnan municaipal gym at least one day, if possible two days.
Any way, this small comptuter is abviously my favorite mate for all my life ; she has potential power too much for us to imagine just like atomic power although her body is very small sized.

I felt my physical strength had weakened all the while I took a walk on my way home today.
For detail, I took rests very often as I got out of breath and had slight waistaches after walking for a few minutes.
On my way to clinic, I should have taken a walk ; in fact, to be very regrettable, I caught a taxi.
" Bearing hardship always brings about pleasure "
From now on I'll walk all the way if it were good weather and even if it would take long times.



a forthcoming computer will enable me to make long documents
At last I ordered a portable computer from an internet store in order to make documents in English and sometimes Japanese as long as possible.
Over all these days I've been looking forward to the small computer's reaching home.
The longer I will get to reach in writings, the more I get to be benefited by effective trainings.

In the number of gold medal, South Korea is superior to our country Japan.
In the number of all medals, there is hardly any difference between the two.
Of course If South Korea would combine with North Korea, these two are superior to Japan by far from all two viewpoints.
Aa saying goes on, children are mirror of their parents - The child imitates what his parents do and say -.
Poor mind and soul in Japanese adults are closely related to poor mind and soul in Japanese children and young people.

A few days ago, games for world championships from all over the world, including your country and Canada, ended with the greatest spinoff beyond the expectations of all Japanese people on the ground that the games were held under the sponsorship of IVA ( International Volleyball Association ), definitely not JVA ( Japan Volleyball Association ). For example, most of all games were held in many different places across our country. Actually some Japanese authentic politicians or returners from advanced countries including USA and UK had tackled this most difficult problems in service ways free of money over many many decades in the Meiji Period.
The problems claimed a great deal of services free of money, troubles in spirit and action and finally ir-replacable human life.
First of all a returner from USA named " Mr. Arinori Mori " carried out adults' duty - adopting national eudcation system on this land -, and saved a large number of then Japanese schoolchildren, pupils and students instead of losing his own ir-replacable treasure, that is to say, his own human life.

Let's take back education itself from approciated or abused privatization into public belonging as well as conditions in our prewar education !

As for my volunteer work to clean up streets, recently we have been nearly unable to find trash on any roads since your country commenced greatly shifting in the midterm election.
