First of all I must inform all you the greatest news that at last I succeeded in meeting and talking with the superintendent of Education in our Kohnan city named " Mr. Hajime Taki " on May 30 and shared the greatest common valuable time with him all the while. I experienced the greatest pleasure all the more for what the content of our converstion was full of meaningful to the fullest, covered with compact and satisfaction. Needless to say more, this meeting was my long lasting hope.
To be a paramount specialist of Board of Education in Kohnan city he referred to the details, for detail, the total number of elementary schools and junior high schools, the total number of pupils in elementary schools and junior high schools and lots more figures essential for taking action.
I must make a note of his some words essential for actions on notebook next time.
In short we concluded the public and national project aimed at putting into effect in our city, prefecture and country " 9 consistent system among elementary schools and junior high schools " to be possible and realizable on the ground that elementary schools and junior high schools are run by a same public organization named " Kohnan city " in comparison with high schools which are run by a different public organization named " Aichi prefecture " and further more the duration of compulsory education is decided 9 years long, covering terms of elementary schools and junior high schools.
In other words, it is very hard to combine two different sort of schools - municipal junior high school and prefectural high school - into one school according to our consistent judgement.
Facing process how to develop the reforming project, it had better set to work elementary school at the first time, specifying one or two elementary schools for the time being according to our one opinion.
At the same time we reached one conclusion that it never works so much on the scholastic ability of pupils how to confine the total number of one class-room, for detail, 31 or, 35 or 40 or 45,,,, .
The quality of graduated teachers from National Aichi Education University, generally speaking, is superior by one grade higher to one of Kohnan officials, needless to say more at least absolutely and obviously superior to one of any congressmen elected out of our city after war.

As a general rule, world society defines revolution itself as an academic term of cliche " TURNOVER ", in which social framework shoud be reformed into reversible condition - the upper top class established long before into the lower bottom class, in the meanwhile the lower bottom class established long before into the upper top class -.
Why can a top classed man engaged in politics who has been getting more than one hundred thousand Japanese Yen every day, lead others to an authentic revolution ? It can't be true for such kind of top classed men blessed by old inertia to be suitable men in order to fulfill any kinds of revolutions as you know well.

Lots of great landlords before war were confiscated more than three-fourths lands by then Japanese government and became general and ordinary landlords, in the meantime lots of rent farmers became landlords respectively to some remarkable extent.
In case of our Kozawa Families, all of us had occupied a total plot of about 396,680 square meters ( 40 tyoh in Japanese farmer term ) in many places but became landlords with a total plot of about 49,585 square meters ( 5 tyoh in Japanes efarmer term ).
This big farming land reformation is worth calling " REVOLUTION " .
Under 653 education system, all young people had been long able to undergo higher educations only according to their individual scholastic abilities no matter what their families might belong to the rich or the poor.
After war, the chance to undergo higher educations has confined to a small part of children to some extent who have been belonging to the rich families and the rich men developed to be able to buy any higher educations owing to money power.
This epoch-making turn-over is worth calling " REVOLUTION " too,.
For pupils to go on to National Kyoto university or National Tokyo University, it is essential for pupils to go on to some private high schools with 6 consistent system, which need indeed a large sum of expensive money to their all parents.
In addition, most congressmen had ever been well educated under national educational schools, in the meanwhile most of them after war are named to be pronoun or synonym of such words as " stupid, tricky and pretended intelligent ".

All pupils have their own rights to learn and play within a same site while entering in and exiting out of a few completely common gates every day.
I'll continue doing my best with all officials engaged in the Board of Education in our city hall and our mayor until our only one common hope will come true, enjoying ourselves one another all the while.
