In our country on the one hand it is getting colder and colder day by day, on the other hand it has already got very cold in all or some places of your countries.
Annually in these days on way to colder season I'm accustomed to cook by my own hands as cordial as possible, taking enough long time as well as daily popular cuisines in the country of Russia because it has been unlikely for any foods cooked in broth to turn rotten.



I wonder if the Democratic party is Okay with it as for regative in refueling action from the view point of smooth internationalism although I'm looking forward to the victory of the Democratic pary in next general election

◆訪日外国人旅行の現状　現在の訪日外国人旅行は、以下に示すような状況にある。1.1外国人旅行者の受け入れ状況2003年の訪日外国人旅行者数は521万人であった。ゆるやかな増加傾向がみてとれるが、昨年、重症急性呼吸器症候群(新型肺炎SARS)の影響で大幅に減少した日本人海外旅行者数と比較しても1／3の数であり、大きな差がみられる。（図１）また、外国人旅行者受け入れ数は、2003年の「外国人旅行者受入れ数国際ランキング」において33位であり、地理的条件の比較的似ているアジア各国の中でも中国、香港、タイ、シンガポールなどより低い位置にある。（表１）1.2外国人旅行者受け入れが低水準な理由なぜ、このように日本への外国人旅行者数は少ないのか。極東の　　　　図１；訪日外国人旅行者数と日本人海外旅行者数の推移島国であるといいう地理的条件の他、物価が高いため交通費や宿泊費などの　　　　　　　　　　　　　　　　　旅行費用が割高になるということがまず挙げられる。その他、日本は経済の発展　表１：外国人旅行者受入れ数国際ﾗﾝｷﾝｸﾞ　　
した工業国であり、観光目的で訪れる場所ではないといった日本の偏ったイメージが強い　　　　　　　　ことや、日本の国際観光政策が、日本人海外旅行者増加に力を入れてきており、民間観光業者も順調に需要のあった国内観光に力を注いでいたため訪日促進のための取組みが不十分であったことも原因である。1.3活発化しつつある日本の訪日外国人旅行政策しかし、ここ近年、国の国際観光政策に変化がみられ、訪日促進政策が活発化している。訪日が促進することによって、自然の美しさを知ってもらうなど、本当の日本を理解してもらうことができることや、不況や日本人の海外旅行により低迷している国内観光を振興させることができるといったことが重要視されたためである。まず、1996年に訪日促進のための「ウェルカムプラン21」が運輸省（現国土交通省）によって決定された。97年にはその内容を具体化し実行に移すために「外国人観光客の来訪地域の多様化の促進による国際観光の振興に関する法律（外客誘致法）」が制定された。その後2000年に「ウェルカムプラン21」は、「新ウェルカムプラン21」として新たに取りまとめられた。さらに、2002年には、観光立国を推し進めるという政府の基本方針をふまえ、国土交通省により「グローバル観光戦略」が策定され　そのなかの外国人旅行者訪日促進戦略により2003年から「ビジット･ジャパン･キャンペーン」が展開されている。　　　　　　　　　　　　　２．研究の目的　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　訪日促進の政策や各取組みによる訪日旅行のアピールは、外国人旅行者のその時のニーズと合致したときにうまく成功するといえる。今後、より外国人旅行者の訪日促進を進めるためにも、現在の訪日促進政策・取組みが、外国人旅行者のニーズとうまく対応しているのかを検証する必要があるといえる。そこで、本研究では、政策・取組み前後の外国人旅行者訪日特性の変化を調べることにより、その政策・取組みが外国人旅行者ニーズに合致しているのかどうかを検証することを目的とする。ここでいう訪日特性とは、訪日目的や旅行形態、滞在日数、訪問都道府県などを指す。

３．研究の流れ　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　
研究は、図２に示した流れで進める。訪日促進政策や取組みの具体的内容を吟味し、その一方で外国人旅行者の訪日特性データ用いて集計分析によってその変化をみることを平行するかたちで進める。そして、訪日促進政策・取組みと影響を受けるであろう訪日特性にどんな変化があるかどうかをみることにより、その政策や取組みが外国人旅行者のニーズと合致していのかを判断する。４．利用データについて　　　　　　　　　　　　　　　　　　　　　　4.1利用データ概要訪日特性のデータは、独立行政法人国際観光振興機構が調査し、報告書として発行している「訪日外国人旅行者調査」のものを使用することにする。この調査報告書は、宿泊旅行(１泊、以上６ヶ月以内)を終え日本を出国しようとしている外国人旅行者に対し、日本国内訪問地、滞在期間、属性、　訪日目的、旅行形態等の訪日特性について空港で聞き取り調査を行い、集計　　　　　　　　　　
したもので年度ごとに発行されている。本研究では訪日促進政策･取組みが活発化した前後の訪日特性のデータが欲しいため、1990年度～2002年度の報告書からデータを収集した。各年度に行われた調査の概要については、資料にて示す。4.2分析対象居住国･地域について訪日旅行行動は、地理的条件や環境等の違いから居住している国(地域)によって大きく異なることが予想できる。そのため居住国(地域)別の分析を進めることにする。本研究での分析対象国(地域)は、図３に示すように、我が国の訪日旅行者居住国(地域)の上位を占め、重要な市場を形成している韓国・台湾・アメリカ合衆国とし、この3カ国(地域)のデータを利用する。　　　　図３：居住地別訪日外国人旅行者の割合上位６カ国(地域)　　　　５．訪日特性データを用いた分析の一例　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　5.1訪日促進の取組みの一例「ウェルカムプラン21」では、基本的方向性として東京・大阪といった大都市に集中する外国人旅行者の訪問地を地方圏へ拡大させることを掲げている。この政府の取組みに基づき、青森県、秋田県、岩手県の３県からなる北東北地区では、台湾人向けに訪問促進に取り組んでいる。この取組みは、1999年から特に強化された形で実施され、現在まで続いている。その取組みの中身としては、1999年からは、まずマスコミや訪問団を招待し、東北の魅力を知ってもらうことから始められた。2000年からは、台湾から東北へのツアーの販売が開始された。このツアーは四季や自然を満喫してもらう内容になっている。そして2000年～2001年には、台湾人向けに東北を紹介するガイドブックが発刊された。
5.2台湾の都道府県訪問率の推移　　　　　　　　　%この北東北地区による台湾への訪問促進活動は、北東北地区の青森県、秋田県、岩手県への台湾人訪問者の数に影響を与えるだろうと考えられる。訪問者の数の増減は、訪日特性データの各都道府県への訪問率の増減で判断することにする。ここでいう訪問率は、旅行中に該当地を訪問したと答えた回答者数を全回答者数で割ってパーセント表示したものである。右の図４は、青森県、秋田県、岩手県の訪問率の推移と、北東北地区全体への訪問率を示したものである。2002年は、青森県、秋田県、岩手県、北東北全体でも

こんにちは！我が国民の大多数を占める正直な「戦後の負け組」の皆さん！日々私の心の糧となっている国際放送のＣＮＮの皆さん！そして我が国がモデルとすべき教育制度を堅持するＵＫの国際放送のＢＢＣの皆さん！お元気ですか？春の日和に浴して爽快ですね。

過分の経済的恵みを当市から蒙っている堀は、何時市民からリコールされても言い逃れは出来ない

１、

統一地方選挙で江南市長には無い物尽くしの堀元が選出された。厚待遇で二期も勤れば、太平洋沿岸の内でも取分け将来性ある良港地域に住宅用土地が十分に購入出来る程の所謂一財産を残せる程の経済的メリットに浴する事が出来る。堀は既に議員３期を経て市長２期目に入った訳だからこの江南という地からは、縁もゆかりも無い存在身柄でありながら過分の恵みを蒙っている次第だ。「濡れ手に粟」の形容がぴったしと多数の市民から揶揄されても逃れようが無い。リコールされても異論はなかろう。

とある古の中国の偉人、儒教家は子供の教育の為に、「日々付合う人的環境」を考えて居所を八回変えたという。詰り日頃交際する人々に因っても当人の運命は大きく左右されるという正論からくる見識である。

小澤征爾という音楽家は２４歳の若さから単身で欧米に飛行しオートバイで転々と皿洗い等で食いつなぎながら音楽界に挑戦し続けた。換言すれば日々交際する面々は、東洋の端の島国の人々ではなくて、コーカソイドの範疇に入る欧米人達であった。この永い年月に亙る世界的な良質の方々との交際の蓄積が如実に物を言った訳である。年月が経つに連れて益々良い相乗効果現象を呈して行き威力を発揮し結実して行った次第だ。

隣市町村長さん達は、全国から集まった本物の優秀な人材を預かっている関係上無い物尽くしの堀元や頼りがいの無い地元企業家出の私立一貫校経由の面々が唱える「合併提案」に賛同追随される筈が無い

この市の首長堀元は隣市町村との合併を果たし積年の財政難をクリアーすべく、連年隣市町村長と合併促進委員会なる物を立ち上げ委員長として活動を展開して来た。結果は言うに及ばず彼の発議にどの首長も賛同しなく結果彼及び市民の宿願の合併の悲願はデッドロックしたままである。確かに日本という国は想像を絶する程に狭いとは言うものの内情を精査すると千差万別である。隣接し取り巻く市町村は全部当市江南よりも財政は豊かである。原因は専らある程度の企業詰り法人があるか無いのかに他ならない。その程度とは地元の私立の中高一貫校へ子弟を通学させている企業家が醸し出す脆弱な財政力とは比肩の範疇でない強さだから、詰り高学歴な優秀な人材を社員として雇用内蔵しているからである。確かに世界的見地からすると、優れた人材と言えども大したことは無いとは言うものの、再度言明するが上と下では明白な差があり千差万別である。

従って、隣市町村各々に存在する法人で働いている人々詰り人材は決して江南市的ではなくて日本的であるという結論に到達する。
隣市町村の各々の首長は、「栴檀は双葉より芳しい」という諺があるが、子供少年青年時代から少なくとも日本国内に於ては学業の優等生であり続けた、全国の次男三男らを集めた人材、詰り日本的人材を預かっているので豊かな財政の恩恵に浴している経緯から、当然同時にかくなる日本的人材を地方的な地元の弊習から本能的に擁護しようとする責務を常に負っていると看做す事が出来る。此が私が強調したい結論である。

この様な責務を常に負っている隣市町村の首長であるから、何度も詳説するが学歴なし資格なし祖先の地元への貢献度なし等等無い物尽くしの再選された部落民代表の堀元や脆弱な法人出の例の私立の一貫校経由者に属する面々乃至江南市長が、如何に頻繁に合併に向けての音頭を取ろうと、取り巻く市町村の首長が同調し追随する筈が無い事位は誰でも分かる。日本社会と言えどもそんなに甘い物ではない。小学生でも分かる。此が私が更に強調したい結論である。

このような思考回路から、真にこの市に日本的な優良企業を誘致しようと欲すれば、この市にごまんーといる一宮高校経由の人物を５０名程集めて折衝に当たるべき結論に達する。優秀さは当人自身ばかりか彼等の両親達も又戦後の成上がり族である開成や市内の某私立一貫校に通わせる親御さん達とは質が全く異なり、この地に根付いた方々なので、ターゲットとなる優良企業に働く日本的人材に与える影響、インパクトは可也のものを期待出来る。
しかし之とて決して決定打とはならないので、市の為政者は確実に実現可能な施策を標榜し、市政を方向付けるのが賢明であると断言できる。真っ正な方向性は小中義務教育の公立一貫校への志向だ。



弊習が残存する市の行政界や脆弱な市内企業家と親交を促進されていたならば、到底ご夫婦揃ってのご長寿は果たされなかった

私は総合病院へ行き点滴を受け続けている。隣接ベッドで点滴を受けておられた我が父と同様に株好きとして知れ渡っていたご老人とは頻繁に鉢合せにになっていた。最近お目にかからないので旧古知野町のとある方に尋ねて見ると、今年１月に他界されたという。裕に９０歳後半を越えた大往生であった。翁の奥さんも９０歳近くまでご生存されたという。正にご夫婦揃って社会の模範、人生の優等生そのものである。
日本的人材からなる日本的企業群に守られた傑出した成果の賜物他の何物でもない。ご生存中節約されて株資産を増やされて行き以ってお二方が享受された物質的精神的安定は見過ごす事は到底出来ない。
それがもし目先の華やかさを追求されて、弊習が多々残存する市の行政界や半人前の市内企業家と親交を深められていたならば、ご夫婦揃ってのかくなるご長寿は果たされなかったばかりか
子孫への経済的遺産も微々たる物であった事は明らかだ。俺もこの様により広い人類に支えられ続けて人生を送る覚悟だ。


後記；
我が国には憲法９条を改正しようとする動きが感じられます。一人前の国家として再度国際社会で戦火を交えれば、ただ一国我が国だけに対して再び核兵器が投下される事間違いないのを為政者国民の一部は未だ銘記していないようです。「二度あることは三度ある」という諺の如き三度目の大惨事によってこそ末永い我が国の楽園は招来出来るのかも知れません。

いずれにしても、我々の責務は義務教育の９年制一貫校への挑戦であり、この種の公立校の誕生は破竹の勢いで全国津々浦々で実現しつつあります。我が愛する英語放送のＣＮＮの皆さん，我が師と仰ぐ大英帝国のＢＢＣの皆さん及び我が真の友である公立高校経由の「戦後の負け組」の皆さん、遅くても着実に我が信ずる世界の大道を健康に留意して歩み続けましょう！

I was very glad to have received infromation from you who remember me still now.

All the while staying of mine in Russia, you and your wife continued helping me from all the view points, for detail, in both spiritual aspect and daily financial one.
Recollected on such a happy reminiscences in Russia, I can't find out any words much enough to express my cordially thankful mind to you.

You have very handsome face looks besides very tall and smart physique as well as many native English speakers, including them living in this narrow city of Kohnan　- a very small square of lands beyond your any expectations -, and finally all staffs engaged in international broadcasting stations such as CNN, BBC and Bloomberg concerning stock markets.
It is comprehensible to me that you look just like Americans or Britons because the long descent lineage of your family has been incessantly being inheriting the race of genuine Caucasoid from generation to generation.
Needless to say more I've been looking up to the public or national education system of your country so far now for our country after war to follow and take it into consideration as one of the best text book and model.


In the meantime only one left inconvenient for me in all the staying days in your country was what most of Russina people were indifferent to English language on the ground that your country belongs to Socialism camp as well as China neigboring to our country and lots more, being absolutely different from that condition in most people in Finland neigboring to Saint-Petersburg.
In short most Finnish people can speak and write English language from the youth to the old, for example, many books written all in English covering all fields were for sale anywhere such as all convenient stores arranged together with cake, bread, beer, other beverage, porno book and son on as you know.

On arriving at land of Finland, I became fascinated with strong hope to visit again and live in the country some day until my present clear remembrance.
I'm keen to see you again soon in Saint-Petersburg accompanied by my favorite females regardless of the Caucasoid or the Orientals because we will be exactly eager to take a sightseeing in Helsinki conducted by you and your wife as soon as possible.

only one in my three campaign pledges has left unsolved - implanting schools with 9 consistent years system in Kohnan city -

Hello ! again soon ! My most reliable Japanese " the defeated fellows after war ", all in the friendliest broadcasting station " CNN " and finally the most respectful country for Japan to follow concerning a would-be national education system - UK's broadcasting station - all concerned in " BBC " ! I've been taking a look at you on television from Japan very day and every night.

Nowadays all citizens over our country are driven to face developing election campaigns anywhere, for detail, any Kohnan citizens have been being forced to meet standing notice boards at many places, on which posters of candidates for Kohnan Mayor and the city councilours are pasted. Such a row of busy scenes always remind me of what I experienced running for a city councilour about 30 years ago in this city.

At that day I made three campaign pledges. Two in them have been completely carried out by clever Kohnan citizens in these thirty years.
At that day I delivered a sheet of large document papers concerning my three public campaign promises to each of all dwellers in my dwelling district from door to door, some of them being left still now at my ware house in front of my living house. In those days my father had been alive, so he helped me in realm of my all challenges aimed at being elected a city councilour.

Well come back the main point !

What did my three public campaign promises mean ?
Summarizing these three promises, it follows as next.

1)

Soon after the losing war, GHQ of a short stopgap government in that Japan changed our long lasted national education system of 653 into an utter different one of 633.
Due to this happening, many public noted schools with long traditions commenced fading out gradually instead of soaring up of private ones with 6 consistent years. Most pupils in such a group of private schools had been attending these schools so that they could succeed in going on to public or national universities which run by taxes, definitely not so that they would respect, learn and follow the long cherished spirits of founders.

Reflecting these consecutive facts in long years, it comes up soon the first and most immediate agenda that we all Japanese people particularly including Kohnan citizens of my native place must compensate such a wasted money and empty times caused by schools run by private persons for some schools run by taxes as well as their longing national or public universities run by taxes from the view points of useful spending both money and time.

2)

Raising the long lasted consumption tax rate in order to spend money to social welfare such pension, looking after aged persons and finally medical treatment for aged ones and disabled ones more than ever before.

The would-be surplus income from a part of the raised consumption tax rate should be assigned to social welfare such as pension, looking after old and disabled persons and finally spending on medical treatment for them retired from active works more than ever before on the ground that the most advanced countries on the earth had further developed all kinds of social welfare much more than that Japan, for detail, the country of UK had been adopting the following policy as its national policy, " FROM THE CRADLE TO THE TOMB ".

However Kohnan men in those days kept scorning, looking down on and finally ruling out me as a man fully out of common sense, or a man of weird, strange and eccentric

As a result, shortly speaking, all my promises except article 1) - article 2) and article 3) -have been completely carried by clever Aichi men and Kohnan men in these 30 years to the fullest extent although Kohnan men in those days kept sorning, looking down on and finally ruling out me as a man fully out of common sense or a man of weird, strange and eccentric.

According to my then expectation, the city of Kohnan short of financial power has actually developed to one of the first classed group of cities all over Aichi prefecture in realm of all kinds of social welfare and medical treatment, putting aside article 1), which the city with poor financial power, Kohnan city, can finely strive all the way and attain its goal enough - so much so that all other cities with rich financial power can do.

Now it is time to go to a general hospital near my house.

Please I end here this time.I'll go on heading for my irreplacable future life, aimed at implanting schools with the 9 consistent years system again first of all on my native town and at next time all over country as many as possible, keeping in mind to do training and that slow but steady wins race.

「小中一貫の公立９年制学校」への挑戦は、財政難市町村に入る江南市でも十二分に実現可能だ

お久しぶりです。苦楽を共にして来た我が最も信頼できる全国津々浦々の”戦後の負け組の皆さん”、我が最愛にして毎日一日も欠かさずスクリーンでお目にかかっている　”ＣＮＮ ”の皆さんそして我が師と仰ぎ我が国が模範とする教育制度を長年堅持するイギリスの　”　ＢＢＣ　”の皆さん！お元気ですか？



市長には無い者尽くしの部落民の代表堀元が当選したが内心忸怩たるものがあることは確かだ。我々は焦らず着実に健康第一で今まで通りに前進しよう

我が国では統一地方選挙が行われ、我が街江南市でもつい一昨日の４月２２日に投票が済みました。私が目指す市長においては、気骨のない軟体動物のようなフニャフニャの３人が立候補して、結果は現職の堀元が当選しました。いずれも市民を代表する為政者の資質等到底有さない無能者で、関西で言う「部落民」でした。そのくせ市長に就任すれば、収入だけは貴方達アメリカ国民も驚くほどの多額で、二期も勤れば、良港付近で住宅用の土地を購入出来る程のひと財産を残せます。同じむじなの部落民の３人ではあるとは言うものの、堀は無い者尽くしの真即ち本物の部落民であるし、公立高校出なので最も質「たち」がよく処し易い人物なので、「不幸中の幸い」と言った所でした。
処でこの江南は私が約３０年前に庶民に公約した通りの道へと進んでいますので、何も心配することはありません。浮足だっているのは、低質極まる立候補者の中から已むを得ず、たまたままぐれにも市民から当選させてもらった彼の方です。
お互いに健康第一で栄光へ向かって頑張り抜きましょうね！遅くとも着実に進みたいものです。特に私の場合は、心臓が弱く為に足腰の筋肉が脆弱化する病なので、晴天の日は勤て戸外に出て、根気よくリハビリに精励します。



我が３０年前の市議選での３つの公約は当時では変人扱いにされたが、３打数２安打の超高打率でこの県下屈指の財政難都市江南でも実現された

我が街では最近、市長選と市議選との立候補者を一同に網羅した掲示板が市内の至る所で眼にする。街戦車からは立候補者の名を叫ぶかん高い女性の声が至る所で聞かれる。約３０年程前の丁度この期に江南市議選に立った我が身を鮮明に否でも回想されて来る。

当時私は要約すると次の所信表明をした。公約事項は詳細に新聞にして地域住民の家に軒並みに配った関係上数部は今なお我が家の倉庫に保管されて居る。当時は父も健在であったので物心両面で大いに援助してもらった。さて、本題に入るが何を所信表明としたかである。要約すると次の３点となる。

１）
敗戦直後の臨時暫定政府であったＧＨＱにより６５３制から６３３制を強いられ教育改革が実行された。
結果戦前の伝統校が衰退し代りに私立の６年制一貫校が台頭してきた。そこの在学生は皆創設者の建学精神を身につける為ではなくて、専ら有名国公立大へ合格する為に予備校として通学している。この大きな経済的損失、時間的空白を税金で運営される公教育が補填すべきは一番経済的かつ時間的に効能的である。公教育を受けんがために私学へ予備校として通う空白を、公教育で賄うべきは経済的且つ時間的両面から一番効率的だ。

２）
先進諸国のように社会福祉や医療にもっと多くの金額を投入するためには、現行の消費税をもっと高く引き上げるべきだ。

３）
消費税による税収を社会福祉や年金や高齢者医療に優先して回し充実すべき最大の理由は、道路、橋等の公共事業も大切だが、人の人生は一回しか与えられていないので、公共事業に公金を投入するよりも遥かに市民、国民各自の為になる。
「イギリスの様な揺り籠から墓場まで」の政策で公の政治が責任を持って個々人の生活を保障すべきは、遍く与野党を問わず政治に係わる全ての者の任務である。　　　　

以上の３点であった。その中

２）は当時のここ江南市や日本の世情では暴論で誰もが反対した。誰も問題にはしてくれなかった。しかし数年後に見事に１９８７年から政権を採った竹下内閣時により消費税率の値上がりは実現した。

３）は年々歳々年月が経つにつれて、ここ愛知の最北端で僻地、県下屈指の貧困財政市の江南では逐次素晴らしい展開が続けられて、結果今日に見るが如くの完全過ぎる程に完璧に社会福祉医療機関が充実した江南市が実現された。問題は全くない程の完璧さである。正に県下屈指の医療福祉王国江南市の見るが如くの誕生有様である。

しかし当時の私のこの主張には、２）と全く同様に「老人ばかりが増えて仕方が無い」と多くの市民から冷笑されたものであった。社会の中位乃至底辺にある市民の社会福祉、医療、年金分野の充実を計る主張は、当時では野党が取り組むべき課題とされて、市の活性化とか発展には関係ないとして冷笑され、片隅に追いやられたという苦い経験を身を呈して味わった。


当時の私は未だ体力があったので何を非難されののしられようと、ジッーと我慢したが、今ならば直ぐに次の如くに言い返すであろう。「それでは中部の台所である名古屋港から可也の遠距離に位置する江南市には後１００年待っても活力ある経済力を隣村大口の様に確実に実現させる事が出来るのか？曖昧な青写真を前提にするよりもこの市ならではのしかも確実に実現可能な歩むべき道を施策として呈示すべきではないのか？」と。



そもそも長寿、人間の寿命という観点からすると経済や文化が発達している名古屋圏、トヨタのある三河の良港周辺地域、愛知全域の良港付近の地域よりも岐阜の山間地域の住民達の方が遥かに長寿である。言わばここ江南は完全に後者の長寿地域に入る。若かったがこの原則を私は銘記していた。競争心が希薄だからだ。

さて、言うまでもなく人類は切磋琢磨し厳しい競争原理によって今日の如くの素晴らしい発展を文明文化の両面に於て成し遂げてきた。多面この過度な競争心は時には人類を不幸な戦火へ追いやって来たし、個々の天与から授かった寿命、天命を強いて縮める結果を惹起している。

従って、競争心から疎遠な岐阜の山間部の住民が、統計的に長年連続して最も長寿であることやここ江南市に於て老後を過ごすのは賢明な渡世であったり老人敬愛の見地から多くの病院医院が今日見るが如くに誕生存在し続けることは、決して不思議な現象ではなくて極く自然な因果関係である。



私は３０年以上前からこの地が若者で活気に満ちた経済力ある街へと変貌を遂げることは、良港の名古屋港からかなり遠い距離に位置している事由から至難の業と見なしていたが、穏やかな田園都市として老後の人生を送るのには適地であり、よってイギリス、北欧並の老人擁護の医療社会福祉機関面での充実で発展を遂げる見込みは十分ありと予測していた。市政の方向性はここにあると確信していた。この予測は正に的中した次第だ。年々歳々益々ぴったしカンカンであった事を鮮明に証明し続けてくれた。今後も益々鮮明に証明し続けてくれる事であろうことは間違いない。




懸案公約はただ一つ、「小中一貫の公立９年制学校」の誕生だけとなっている。之は財政難市町村でも十二分に実現可能事項だ。中高一貫校の在学生は全員遠路しかも高額な学費を払って、税金で運営される国公立大へ進学する為の「予備校」として通学している。創設者の精神を慕って通学している生徒は皆無だ。

従って、未に我が所信表明事項で実現されていないのは、残された１）だけと成っている。即ち我が街と我が国に於ける初等中等教育の公教育化に於ける未熟状態だけとなった。しかし此が難産状態で難しいが、世界の教育界の潮流乃至現場で日々悶え苦しむ児童青年男女を目の前にすると、残されたたった一つの避けて通れない依然長年の懸案の難題となリ続けている。

処で「初等中等教育の公教育化」とか「小通学区制に基ずく９年制小中一貫校の創設」は、当該市町村の財政力とは全く無関係事項である。県下屈指の貧困財政都市の江南市でも十二分に達成できる可能性を潜めている。




県下屈指の社会福祉医療王国江南となった我が町が次にターゲットとすべきは、義務教育９年制公立一貫校の創設で、初等中等王国江南の誕生である。市の財政事情の優劣とは全く無縁のターゲットだ。

さて再び本題に戻ろう！もっと分りやすく詳説したい。
１、
エンゲル係数は、「各家庭の総消費額の内、食糧費が占める割合が大きい程生活水準は低い」と定義した。今日風に言えば、「各家庭の総消費額の内、食料費、医療費が占める割合が大きいほど生活水準は低い」ことに結びつく。
これは田舎の住民が今でもよく言う「人生食って通れば良い」の言葉の意とすると点と完全に合致する。「近所隣とは不必要な見栄や競争心を極力排しようではないか」とする永年に亘る世代の生活の知恵が生み出したものだ。

２、
夜間にも照光して作出される観賞用の商品となる菊は、確かに一時期は満開に見事に開花して奇麗だが、自然に育てられた菊よりも遥かに短命である。

３、
少年青年期に学問、スポーツに秀でた、又成年壮年期に文化、経済力に秀でた良港界隈の住民が、競争心を知らない山間や田園都市江南の住民よりも概して短命であリうることは永年の統計によるばかりか誰でも小学生でも理解出来る。



何度も繰り返すが、「初等中等教育の公教育化」とか「小通学区制に基ずく９年制小中一貫校の創設」は、当該市町村の財政力とは全く無縁の問題事項だ。
県内屈指の社会福祉医療王国江南市の栄光の座を獲得したこの街が、賢明なる市民が、次に目指すべき十分に達成可能な青写真は世界の潮流に合流する初等中等教育の公教育化であり、小中一貫校という実体に於ける公教育王国江南の誕生である。
之は財源詰り金が無くても簡単に達成できる目標であり、しかも極めて戦後の日本社会には貢献度の高い真っ正にして時宜を得た価値高い施策に値し、為政者の採るべき方向性でもある。誰が恣意的に反対しようともいかなる政治家が遮ろうとも、この大きな世界の潮流の波は、年々歳々勢力を日本社会ばかりかここ江南市に於いても、間違いなく根付いて行き続ける事であろう。
私達は一刻も速く現場の学童青少年男女の苦しみもがく姿を目前にすると同志の数を増やして、小中一貫９年制学校の筋道を軌道に乗せたいがために、「来る者は拒まず」の基本姿勢は堅持し続けるが、さりとてたとえトヨタの幹部や愛知県知事が如何に反旗を翻そうと、大きな時代の要請と世界の潮流の波には到底抗し続ける事は不可能であろうという確信を抱いている。従って、トヨタの幹部や愛知県知事等に伏して協力を願う必要は微塵もなく、飽くまで、戦後の負け組である国民市民の中で圧倒的多数を占める市民国民が理解を深めさえして行ってくれれば、時代の趨勢と共にこの９年制公立一貫校の優勢は遅くとも着実に推進されていくであろう明らかだであると観測している。




江南市から医院、病院を取ったら何も残らない。人が集まっているのは必ずここだ。夕張市と化す。しかし、
向学心と謙虚さが無い医師はしばしば罹患者の権利を侵しやすい。当局、関係筋、周囲の監視の目が必須だ

この江南市が経済力ある活気ある街へと変貌を遂げることは、不可能ではないが至難の業である。歴史を織り成して来た何世代にも亙る賢明な住民と市政参画者が不断の努力で獲得した成果である老人に優しい街、老後をのんびりと長生き出来る街、医療機関である病院と個人医院に満る街、此を私達江南市民は絶対に手放してならない。之は絶対に譲れな必要不可欠な条件である。此に徹頭徹尾留意して、私は以下の提言を呈する次第だ。誤解のないよう十分注意してもらいたい。

処で私事であるが、我が父、母、祖母は長生きであったしどの血縁者を見渡しても生存中に身体障害となった者は一人もいない。だが予想に反して我が身は数年前から身障者となった。従って、リハビリと病気進行に対する予防と健康維持と長寿のためによく病院通いを余儀無くする羽目となった。そこで接する方は大抵はお医者さんや看護婦さんである。そこでの出来事は、圧倒的に多くはありがたい事が占めるが、たまに耐え難い医師の非常識、暴言に出会う事が度々ある。当局及び広く関係者の善後策を求めてここに以下の如くに提言する次第だ。

医師は国家資格であり、此さえ取得すれば連日罹患者と当然日本語で会話を交わし、病状に合う　　　既製品の薬を出すだけでも、可也の高額な定収入を手中に出来る。特に男性医師にはこの様な単調な生活によくも満足されているいるものだと私は落胆すること度々である。

そんな輩の彼等からは医師資格を取ったら何も残らない。きっと彼等には医師資格を設けたこの国には、「日本国様様」の感謝心で一杯の事であろう。言って見れば彼等は偏狭なる完全なる国粋主義者に成り下がっている。

ニ、
そんな奴らに限って、多くは大学卒業後及び医師資格取得後には、日進月歩で発展をとげている欧米医学への挑戦とか探求心は全く存しない。どっぷりと日本村が与えた医師資格の恩恵を蒙っているだけだ。

例えば、ドイツ、フィンランド等の大卒者は医者に限らず国際語である英語には会話に事欠かさないばかりか、暇さえあれば世界共通語である英語で書かれた、自分達の専門書の原書に目を通している。詰り、両者間には、語学に対する接し方にあまりもの大きな差があり過ぎる。

但し、これ等の国では、一般本屋さんは言うまでも無く日本で言うコンビニでも英語の原書が多く売られているという取り巻く社会環境が日本とは違うので、この職に就く者を限定して医師の専門分野における原書への挑戦心の無さを余りに攻めるのは不平等で酷ではあるが、、、。

更に一つ今大活躍の薬、今では何処の医療機関でも頻繁に無造作に処方を出している、抗生物質剤も元を正せばイギリスで発明されたペニシリンが起源であって、決して日本で発明された代物ではない。

しかし此だけならば許せるが、そのくせ全然謙虚さがないのには、我々身近に接しざるを得ない罹患者には耐え切れない苦痛と成っている所だ。

大体日本の医学水準は、先進諸国に比べると５０年は遅れている。総てが見よう見まねの域を脱しなくて、言わば先人の血と涙と汗の結晶の上に胡坐をかいて、「葬式饅頭旨かったそうだ」の立場を甘受している。言って見れば、今でも田舎にある糞瓶の中のウジの様な存在でしかない。この立場を全く忘れ切っている。

四、
忙しいとよく言うが、広い院内の廊下を散歩がてらに往来しているだけではないかと常々思うが違うだろうか？
詐欺師が医師になった様な不埓者も事実たまにいる。この様な医師から医療ミスの被害を蒙った患者は、罪悪感等微塵も無い人柄故に立証するのが難しく、時には泣き寝入りするしかなくなってくる。考えただけでもゾーツと身震いがする。

五、
何せこの街社会福祉医療王国には、医師同等の資質を有する、弁護士、弁理士、公認会計士、不動産鑑定士、等などの有力な有資格保持者は生計が成り立たないので殆ど在住していない。「医師は御山の大将我一人」と木に登り上がっている。従って否応無しに接触を余儀なくさせられている我々罹患者にとっては、越権行為、職権濫用が黙認されない様に、当局、関係筋、部外者の監視の目を一段と強くここに要求し、不可欠とする次第だ。

I'll go on heading for my irreplacable future life, aimed at implanting schools with the 9 consistent years system again first of all on my native town and at next time all over country as many as possible, keeping in mind to do training and that slow but steady wins race.

Hi ! Miss. Monita Raipal ! I've been taking a look at " World Today News " on CNN anchored by you. Your program is on air from Monday to Friday, beginning from 2 : 00 PM in Japanese time. In addition " World Weather Forecast " anchored by Miss. Jenny Harrison also keeps attracting my interest.




The long consecutive governments in France have been giving all farmers a large sum of subsidy out of the budget annually on the ground that they guard over all lands as well as the national forced soldiers.
In the meantime the long consecutive governments in Japan have been focusing on one polar of Tokyo.

We most of blog readers face food and wine only in front of dinning table to be last blessed person in their own long processings. Any one never think of where they came from, with whom they have encountered from beginning to finish over all the processes in which they have been developingin order to be consumed by others of our human beings.

This article reminds me of all the past develoing processes of all foods and wines in consecutive years whether it may be short or long probably long.
In life of each of all our human beings it obviously works the most essensial that we enjoy drinking and eating from the view point of getting more nutrituous or tasting more delicious or taking a confined ingredient something special for cure of diseases.
Needless to say more mothers of all these foods and drinks were born in soil on the Earth's surface.
Considering the greatest useful part of soil on it, we all can not help paying it the most hearted respect from bottom of mind even if each of us would be a carpenter or a professor or a truck driver or some one all else these occupations.

The top firm named Toyota in Japan has been producing a huge number of cars rather in other countries except Japan, differing from what Benz in Gemany, Peugeot in France, Lada in Russia,
Ford in USA and lots more have been doing exclusively in their own countries.
Top echelons in the firm have nothing to do with higher rate of jobless Japanese people.
For detail, one of the most influential and distinguished firms all over Japan called " Toyota " has been producing a huge number of cars anywhere on the Earth particularly in developing countries except in Japan from the view point in easily capable of getting cheaper labour power, neglecting what a huge number of Japanese people in ages workable in factories have been long at a loss out of jobs.
You all know that the firm of Benz has been producing all cars, confined in Germany as well as Peugeot in France, Jaguar in UK, Lada manufactued by Avtovaz in Russia, Ford in USA and lots more in advanced countries have been producing their own cars mostly confined in their own countries respectively, contrary to what Toyota with headquaters in Japan has been doing so in many other places in other countries particularly in developing countries else Japan.


Most of human beings on the Earth would not be kicked down into abyss out of decisively fatal despair even if the firm of Toyota would have gone away out of the world because some firms substitute much enough for Toyota would replace very soon.

You know that even so-called the best firm called " Toyota " has been anew building lots of plant factories abroad in particular in Socialism countries merely on rental sites definitely not on its exclusive own sites, to be very miserable and vain.




Contrary to what primary and middle facilities soundly work by means of only the small range of attending school zones, tycoons in Toyota and some more founded 6 consistent school with the largest range of attending school zone in Gamagohri.
What do they think of the newly born school completely against the main stream of world education system ?

As a result, the students' learning achievement of these schools all written above have been obviously far lagged behind the same grade of schools before war and most of present European schools.

What do tycoons in such a group group think of their founded 6 consistent school with the largest range of attending school zone in Gamagohri against the main stream of world education condition ?




It must be thought out that we Japanese people are always doomed to outlive in societies full of dirty and harmful germs regardless of like or dislike

Although the Bible says " An eye for an eye, tooth for a tooth. " and an old saying goes " Fight fire with fire ! " in addition that our society is sometimes accompanied by necessary evils, tycoons headed by Toyota against Ishihara Tokyo metropolitan administartion are too vulgar for general citizens to follow as well as the Ishihara administration in Tokyo.

However most of Japanese people wouldn't blame for Toyota's short management direction because it was derived from what Toyota wants to hold power in order to keep blance against the Ishihara Tokyo administration full of vulgar and privatizing many kinds of public politics, that is, the Ishihara administration has become a trouble maker for the first time first of all.

Actually we Japanese people are doomed to outlive in the midst of dirty germs regardless of like or dislike.





Most tycoons after war, extending to a small part of other realms such as Kohna city Mayor Gen Hori and all other candidates running for him are un-parallled to the tycoons in many other advanced countries as full-fledged birds any way

Right here I would like to emphasize that our honest Japanese mates of most Japanese people must develope our long cherished aim to implant a better national education system again on our lands, keeping in mind that most of Japanese tycoons called " the victorious fellows after war ", entending to a small part of other realms, for detail, local city Mayors just like Gen Hori and all other candidates such as Eguchi and Katoh can be compared not to full-fledged bird but absolutely to growing im-mature person from the view point worldwide on the word.


Let me add that Gen Hori of the incumbent Kohnan Mayor and all other candidates running for the next Kohnan Mayor obviously belong to the Burakumins in terms of Japanese language, sounding very weird group to most Japanese people !
